Article 9 of Circular 63/2022/TT-BQP (effective from November 15, 2022) stipulates the following conditions for the issuance of training, retraining, and training certificates in military schools:
Certificates are issued after students have completed the training, retraining, or training course in accordance with regulations and have a graduation decision from the competent authority.
Article 10 of Circular 63/2022/TT-BQP (effective from November 15, 2022) stipulates the following time limit for the issuance of training, retraining, and training certificates in military schools:
The director or principal of a military school is responsible for issuing certificates to the subjects specified in Article 9 of this Circular within 30 days from the date of completion of the training, retraining, or training course.

Article 11 of Circular 63/2022/TT-BQP (effective from November 15, 2022) stipulates the following regulations on the issuance of a duplicate training, retraining, and training certificate in military schools:
1. In case the certificate has been issued but is found to be written incorrectly due to the fault of the military school, the school that issued the certificate is responsible for issuing a new original certificate.
2. Procedures for issuing a duplicate certificate:
a) The person requesting the issuance of a duplicate certificate shall submit directly or by post to the military school a set of documents, including: A request for the issuance of a duplicate certificate with confirmation from the agency, unit, or locality managing the personnel requesting the issuance of a duplicate certificate; the certificate to be reissued; documents proving that the military school made a mistake when issuing the certificate.
b) Within 05 working days from the date of receipt of a complete and valid dossier, the military school shall consider and decide on the issuance of a duplicate certificate; in case it is not issued, it shall respond in writing and state the reason;
c) In case the sample of the certificate at the time of issuance of the duplicate certificate has changed, the current sample of the certificate shall be used to issue to the person who is granted a duplicate certificate.

Article 12 of Circular 63/2022/TT-BQP (effective from November 15, 2022) stipulates the following regulations on the original certificate book for training, retraining, and training certificates in military schools:
1. The original certificate book must contain all of the Vietnamese content of the original certificate issued by the military school. In case the certificate is edited or reissued, an appendix to the original certificate book shall be established to record the edited or changed content of the certificate.
2. The original certificate book must be accurately recorded, numbered, stamped, and not erased; it must be managed strictly and stored permanently.

1. The person with authority to sign the certificate must sign in the sample signature that has been notified to the agency, unit, and competent authority; enter the full name, title, rank, academic title, and academic degree in the certificate.
2. The sealing of the signature of the person signing the certificate shall be carried out in accordance with the regulations on document work.
