What are candidates for direct admission and priority for admission in university and college admissions in preschool education in Vietnam?

Pursuant to the provisions of Article 8 of the Regulation on university and college enrollment in preschool education promulgated together with Circular 08/2022/TT-BGDDT, candidates for direct admission and priority for admission in university and college enrollment in preschool education are as follows:

1. Labor heroes, Heroes of the people's armed forces, National emulation fighters are recruited directly into the branches and programs prescribed by the training institutions.

2. Candidates who achieve high achievements in national or international exams, competitions, and tournaments organized and nominated by the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism to participate, will be directly considered for admission in the contest in the year of graduating from high school (or graduating from secondary school) in disciplines relevant to the exam subject, subject content or profession to participate in, compete or win prizes; specifically in the following cases:

a) Candidates who win first, second and third prizes in national and international competitions for selecting excellent students or in national and international science and technology competitions organized and appointed by the Ministry of Education and Training; winning time must not exceed 3 years by the time of direct admission;

b) Candidates who win official prizes in international art competitions in singing, dancing, music and fine arts recognized by the Ministry of Culture, Sports and Tourism; winning time is not more than 4 years by the time of direct admission;

c) Candidates participating in the national team compete in official international tournaments certified by the Ministry of Culture, Sports and Tourism to have completed their tasks, including: World Championships, World Cups, Olympic Games, Asian Games (ASIAD), Asian Championships, Asian Cups, Southeast Asian Championships, Southeast Asian Games (SEA Games), Southeast Asian Cups; winning time is not more than 4 years by the time of direct admission;

d) Candidates who win first, second and third prizes in ASEAN regional and international skills competitions sent by the Ministry of Labor, War Invalids and Social Affairs; The time of winning the award must not exceed 3 years from the time of direct admission.

3. Candidates who have an intermediate degree in pedagogy with good grade or higher, or have an intermediate degree in pedagogy with good grade and have at least 02 years of working in the right field are considered for admission directly to the College of preschool education. 

4. Principals, directors of training institutions, based on the students' high school results and the requirements of the training majors, to consider and decide on admission in the cases specified below (with the condition that candidates must study for 1 year of additional knowledge before entering the official school):

a) The candidate is a person with a particularly severe disability who has a certificate of disability issued by a competent authority in accordance with regulations, is capable of studying a number of disciplines prescribed by the training institution but is unable to apply for the position. according to the normal enrollment method;

b) Candidates are ethnic minorities according to current regulations of the Government and candidates in 20 poor border districts and islands in the Southwest region;

c) Candidates who have had a permanent residence for 3 years or more, studied for 3 years and graduated from high school in poor districts (boarding ethnic minority high school students based on their permanent residence) according to the regulations of the Government, the Prime Minister Government;

d) The candidate is a foreigner whose results of the test of Vietnamese knowledge and ability meet current regulations of the Minister of Education and Training.

5. The training institution shall prescribe another form of priority for admission (priority for admission in the year of graduating from high school or graduating from intermediate school) in the following cases:

a) Candidates specified in Clauses 1 and 2 of this Article apply to the fields of their choice (not using the right of priority for direct recruitment);

b) Candidates who win consolation prizes in the national examination for selecting excellent students; candidates who have won the fourth prize in the national science and engineering competition and applied for a major suitable to the subject or subject of the contest won the prize; winning time is not more than 3 years from the time of admission;

c) Candidates who win gold, silver and bronze medals at national level sports tournaments held once a year and candidates who are recognized by the General Department of Physical Education and Sports as national grandmasters shall participate in the competition toappropriate sports and physical training; winning time is not more than 4 years by the time of admission;

d) Contestants who win official prizes in official national professional art competitions in singing, dancing, music and fine arts apply for suitable art branches; winning time is not more than 4 years by the time of admission;

dd) Candidates who win first, second, and third prizes at ASEAN regional and international skills contests must apply for occupations relevant to the winning profession; The time of winning the award must not exceed 3 years from the time of admission.

6. Training institutions shall specify and announce in their enrollment schemes, enrollment plans, subjects, norms, criteria, enrollment scope, disciplines, and training programs for direct consideration, admission priority.

What is the entry threshold for training majors in university and college enrollment in preschool education in Vietnam? 

Pursuant to the provisions of Article 9 of the Regulation on university and college enrollment in preschool education promulgated together with Circular 08/2022/TT-BGDDT, the entry threshold for training majors in university and college enrollment in preschool education is as follows:

1. The entrance threshold for teacher training and health professions with practice certificates announced annually by the Ministry of Education and Training for formal training enrollment methods using good exam results high school career.

2. For enrollment in other forms of training or for enrollment methods that do not use the results of the high school graduation exam, candidates must meet the entry threshold for teacher training majors and majors in the health sector with the same level of qualification onpracticing certificate when:

a) Grade 12 academic performance is classified as excellent or higher or the high school graduation score is 8.0 or higher, except for the cases specified at Point b of this Clause;

b) Grade 12 academic achievement graded from good or higher or high school graduation score of 6.5 or higher for the fields of Physical Education and Sports Training, Music Pedagogy, Fine Arts Pedagogy; College of preschool education majors and majors in Nursing, Preventive Medicine, Midwifery, Dental Restoration Techniques, Medical Laboratory Techniques, Medical Imaging Techniques, Rehabilitation Techniques.

3. Candidates who are level 1 athletes, masters, athletes who have won medals at Phu Dong Health Association, national and international youth awards, Music and Fine Arts pedagogical candidates with test scores Gifted talents organized by training institutions achieve excellent grades (from 9.0 or higher on a scale of 10.0) when applying for admission to appropriate industries, not having to apply entrance thresholds.

4. For candidates who have graduated from pedagogical intermediate level and apply for admission to the College of preschool education, the training institution shall stipulate and be responsible for explaining the entrance threshold.

5. Candidates who have graduated from intermediate level or higher in the same industry group are eligible for the following entry thresholds:

a) For candidates who apply for admission to university in the group of teacher training majors and majors in the health sector who have been granted practice certificates, except for the cases specified at point b of this clause, the entrance threshold shall apply one of the following criteria: 

- Grade 12 academic achievement is good or higher or the average score of high school cultural subjects is 8.0 or higher;

- Graduated from high school with good grade or higher or achieved good grade in grade 12 and have 3 years of working experience in accordance with training expertise;

- Graduated from high school, college or university with excellent grades or higher;

- Graduated from intermediate level, or graduated from college or university with good grade and had 3 years of working experience in accordance with the training specialization;

b) For candidates applying to university in the fields of Nursing, Preventive Medicine, Midwifery, Dental Restoration Technique, Medical Laboratory Technique, Medical Imaging Technique, Rehabilitation Technique, Music Pedagogy, Fine Arts Pedagogy, Physical Education, Sports Training, the entry threshold is applied one of the following criteria:

- Grade 12 academic achievement is quite good or the average score of high school culture subjects is 6.5 or higher;

- Graduated from high school with good grade, or have average grade 12 academic achievement and have 5 years of working experience in accordance with training expertise;

- Graduated from high school, college or university with good grade or higher.

6. For those who have been matriculated or graduated from the majors in teacher training before May 7, 2020 if they apply for university to achieve the standard qualifications as prescribed in Article 72 of the Education Law 2019, the threshold is input specified by the training institution.

7. Based on the requirements of quality assurance, the training institution shall determine and announce the entry thresholds for industries, groups of industries and enrollment methods at least 10 days before the closing time of enrollment registration. For the entry threshold for teacher training and health professions with practice certificates, the entry thresholds determined by the training institutions must not be lower than those specified in Clauses 1, 2 and 5 of this Article.
