Vietnam: Are candidates holding HSK 2 certificates exempt from taking the foreign language paper in the High School Graduation Exam?
According to Official Dispatch 1318/BGDDT-QLCL of 2021 regarding the guidelines for organizing the high school graduation exam 2021 in Vietnam:
For the foreign language paper, candidates can choose to take one of the following 7 (seven) languages: English, Russian, French, Chinese, German, Japanese, and Korean. Candidates are allowed to register for a foreign language paper different from the foreign language they are currently studying at upper secondary school; students from the Continuing Education Center for Continuing Education can register to take the foreign language paper to use the results for admission to the full-time undergraduate and college programs.
According to this regulation, you may choose a foreign language different from the one studied at school to take the paper in the graduation exam. Therefore, you can choose to take Chinese foreign paper.
This Official Dispatch also specifies that candidates possessing one of the foreign language certificates (similar or different from the foreign language studied at upper secondary school) that remains valid until at least July 6, 2021 with meeting the minimum score requirements in the table below shall be exempt from taking the foreign language paper in the High School Graduation Exam:

Thus, candidates must hold an HSK 3 certificate to be exempted from taking the foreign language paper. Therefore, you will not be exempted from taking the foreign language paper upon high school graduation assessment.
