2. Appointment and dismissal of principals of pedagogical colleges:

a) The authority to appoint and dismiss the principal of a pedagogical college shall comply with the provisions of the Law on Vocational Education and other relevant laws.

b) The dismissal of the principal shall be effected in the following cases: There is a written request from the principal to resign from his position; limited capacity for civil acts; is not healthy enough to carry out the assigned work, has had to leave work for more than 06 months but the working capacity has not yet recovered; serious violations of the law or are serving a court sentence; having more than 50% of the total number of members of the school council request in writing to be dismissed; or other cases specified in the regulations on organization and operation of the pedagogical college;

c) Dossier, order and procedures for appointment and dismissal of the principal of a pedagogical college shall comply with the Party's regulations, the Law on Public Employees, the Law on Vocational Education and the Government's regulations. Funds for the operation of the school council, allowances for positions of the president, secretary and allowances for members (if any) are specified in the regulations on organization and operation of the school;

d) Authorization to run the school council

When the president of the school council cannot work within the period prescribed by the regulations on organization and operation of the school, he must authorize in writing to one of the remaining members of the school council assumes the responsibility of the school council president. The written authorization must be communicated to the school council members, sent to the direct management agency and publicly announced throughout the school. The authorization time and other contents related to the authorization are specified in the regulations on organization and operation of the school, ensuring compliance with the provisions of current laws.

Pursuant to the above provisions, within 10 working days from the date of signing for promulgation the regulations on organization and operation of the college of pedagogy, the principal of the school shall send it to the following agencies:

+) Departments of Education and Training of provinces and centrally run cities where the school's head office is located.
