Types of Teacher and Staff Training Organizations in Preschools and General Education Institutions
Regular Training Material Compilation Regulations
Regarding activities for improving the professional competency levels of teachers, may I ask the Editorial Board: What are the regulations for organizing regular training for teachers and staff in preschools, general education institutions, and continuing education institutions?1. What types of organizations provide training for preschool and general education teachers and staff?
According to Clause 2, Article 6 of Circular 19/2019/TT-BGDDT, the regulations are as follows:
a) Centralized: Conduct centralized training; guide teachers and management staff in self-study, practice, systematizing knowledge, answering questions, and guiding the content of continuous professional development (CPD) to meet the needs of teachers and management staff in CPD learning; create conditions for teachers and management staff to have the opportunity to exchange, share, discuss professional expertise, and practice skills.
The duration, number of teachers, and management staff participating in centralized training are implemented according to the management hierarchy but must ensure the requirements regarding objectives, required outcomes, content, methods, and training duration as stipulated in the CPD Program and the regulations in this Regulation.
b) Distance: Conduct training from a distance, enhancing the application of information technology in training activities, online training for teachers and management staff, ensuring the requirements regarding objectives, required outcomes, content, methods, and training duration as stipulated in the CPD Program and the regulations in this Regulation;
c) Semi-centralized: Combine the types of centralized and distance training as specified in points a and b of this Clause to ensure the effectiveness and requirements of CPD for teachers and management staff.
2. What are the regulations regarding the compilation of continuous professional development materials?
Based on Clause 1, Article 7 of Circular 19/2019/TT-BGDDT, the regulations on compiling continuous professional development (CPD) materials are as follows:
a) CPD materials are compiled to meet the needs of teacher and management staff training according to professional standards, job positions, requirements for innovation, and improving the quality of teaching and education in line with the training plan and the development needs of human resources of preschools, general education institutions, continuing education centers, localities, and sectors;
b) The materials compiled must ensure the combination of theory and practice, knowledge and experience, with practical skills;
c) The compiled materials must comply with the CPD Program and the regulations in this Regulation;
d) CPD materials are organized according to the type of CPD organization:
- Centralized CPD materials: Organized and published in the form of publications, audio tapes, video tapes, and other information storage devices in accordance with the CPD Program and the regulations in this Regulation.
- Distance CPD materials: Compiled in the form of learning materials (video and audio recordings, short films; radio programs, television programs; printed books, teaching and learning guides with computer assistance; online exercises and discussions, remote video conferences; virtual, simulated, and practical exercises or other suitable learning materials) ensuring the delivery and conveyance of the full content and required outcomes of the CPD Program so that learners can self-study and self-train according to the regulations in this Regulation.
- Semi-centralized CPD materials: Combine centralized CPD materials and distance CPD materials.
