According to Article 4 of Circular 02/2021/TT-BGDDT (effective from March 20, 2021), the standards for the title of Grade II Primary School Teacher - Code: V.07.03.28 in Vietnam are stipulated as follows:
1. Duties
In addition to the duties of a Grade III Primary School Teacher, a Grade II Primary School Teacher must perform the following tasks:
a) Act as a reporter or provide illustrative teaching in the teacher training classes or test new models and methods from the school level onwards;
b) Lead professional development and group activities in the subject area, participate in the evaluation and approval of research topics on applied pedagogical science by colleagues from the school level onwards;
c) Participate in the judging panel for competitions such as excellent teacher, homeroom teacher, and excellent leader of the Ho Chi Minh Young Pioneers Organization from the school level onwards; carry out the duties of a core teacher in primary schools;
d) Participate in other professional activities such as quality assurance, inspection, subject-specific assessments, and pedagogical supervision from the school level onwards; participate in guiding and evaluating pedagogical internships for students (if applicable).
2. Professional Ethics Standards
In addition to the professional ethics standards for Grade III Primary School Teachers, Grade II Primary School Teachers must always be exemplary and comply with the ethical regulations for teachers.
3. Training and Development Standards
a) Hold a bachelor's degree or higher in the field of teacher education for primary school teachers.
In cases where there is a lack of teachers with a bachelor's degree in teacher education, a relevant bachelor's degree and a certificate of professional pedagogical training for primary school teachers must be obtained according to the program issued by the Minister of Education and Training;
b) Obtain a certificate of training according to the standards for the title of Grade II Primary School Teacher.
4. Competency Standards
a) Have a thorough understanding of the principles, policies, laws of the Party, State, regulations, and requirements of the education sector, and effectively implement them in assigned tasks;
b) Effectively implement education plans and programs; proactively and flexibly adjust teaching and educational plans to suit the actual conditions of the school and local area;
c) Have the ability to apply and guide colleagues in applying and promptly updating knowledge related to educational psychology and educational practices for students' age groups; take responsibility for the quality and effectiveness of education for the students under their charge;
d) Actively and cooperatively work with colleagues, parents, and the community to improve the effectiveness of student education;
dd) Apply the results of applied pedagogical research in teaching and education; have the ability to evaluate or guide colleagues in conducting research projects from the school level onwards;
e) Have the ability to fulfill professional duties such as serving as a judge, inspector, examiner; develop and implement teaching topics;
g) Have the ability to use information technology in fulfilling the tasks of a Grade II primary school teacher and have the ability to use a foreign language or a language of ethnic minorities in specific assigned tasks;
h) Be recognized as a grassroots-level exemplary soldier; or receive commendation certificates from district level or higher; or be recognized as excellent teacher, excellent homeroom teacher from the school level onwards, and excellent leader of the Ho Chi Minh Young Pioneers Organization from the district level onwards;
i) Applicants for the examination or promotion to the title of Grade II Primary School Teacher (code V.07.03.28) must have held the title of Grade III Primary School Teacher (code V.07.03.29) or equivalent for a minimum of 9 years (excluding the probationary period), counted until the deadline for submitting application documents for the examination or promotion.
