  1. The educational levels and ages in general education are regulated as follows:

a) Primary education is conducted over 05 academic years, from Grade 1 to the end of Grade 5. The student age for entering Grade 1 is 06 years old, calculated by year;

b) Lower secondary education is conducted over 04 academic years, from Grade 6 to the end of Grade 9. Students entering Grade 6 must have completed the primary education program. The age of students entering Grade 6 is 11 years old, calculated by year;

c) Upper secondary education is conducted over 03 academic years, from Grade 10 to the end of Grade 12. Students entering Grade 10 must have a lower secondary education diploma. The age of students entering Grade 10 is 15 years old, calculated by year.

  1. Cases where students exceed the specified age, including:

a) Students advancing grades early due to intellectual development;

b) Students exceeding the specified age due to grade repetition, students in economically and socially disadvantaged areas, ethnic minority students, students with disabilities, students with physical or intellectual developmental delays, orphans without support, students from poor households, repatriated overseas students, and other cases as regulated by law.

  1. General education is divided into basic education and career-oriented education stages. The basic education stage includes primary and lower secondary education; the career-oriented education stage includes upper secondary education. Students in vocational education institutions are taught the cultural knowledge of upper secondary education.

What are the Goals of Lower Secondary Education?

According to Article 29 of the Education Law 2019, which regulates the goals of general education:
