Pursuant to the List of Grade 1 Textbooks used in general education institutions issued together with Decision 512/QD-BGDDT of 2020, the Grade 1 textbook series according to the MOET program to be used in the 2024-2025 academic year is regulated as follows:

Is Primary Education a Mandatory Level of Education?

Pursuant to Article 14 of the Education Law of 2019 stipulating universal education and compulsory education as follows:

Article 14. Universal Education and Compulsory Education

  1. Primary education is compulsory.

The state implements universal preschool education for 5-year-old children and universal lower secondary education.

  1. The state is responsible for implementing compulsory education nationwide; deciding the plans, and ensuring the conditions to implement universal education.

  2. All citizens of the prescribed age have the obligation to study to complete universal education and compulsory education.

  3. Families and guardians are responsible for creating conditions for family members of the prescribed age to study to complete universal education and compulsory education.

According to the above regulations, primary education is a mandatory level of education. The state is responsible for implementing compulsory education nationwide. All citizens of the prescribed age have the obligation to study to complete universal education and compulsory education.

How Many Years Does Primary Education Take?

Pursuant to Article 28 of the Education Law of 2019 stipulating the levels of education and age of general education:

Article 28. Levels of Education and Age of General Education

  1. The levels of education and age of general education are regulated as follows:

a) Primary education is implemented over 05 academic years, from grade one to the end of grade five. The age for entering grade one is 06 years old and is calculated annually;

b) Lower secondary education is implemented over 04 academic years, from grade six to the end of grade nine. Students entering grade six must complete the primary education program. The age for entering grade six is 11 years old and is calculated annually;

c) Upper secondary education is implemented over 03 academic years, from grade ten to the end of grade twelve. Students entering grade ten must have a lower secondary graduation certificate. The age for entering grade ten is 15 years old and is calculated annually.

  1. Cases where students study beyond the prescribed age or above the prescribed age at Clause 1 of this Article include:

a) Students studying beyond the grade in cases of early intellectual development;

b) Students studying at an age higher than the prescribed age in cases of being held back a grade, students in areas with particularly difficult socio-economic conditions, students belonging to ethnic minorities, students with disabilities, students with poor physical or intellectual development, orphans with no support, students from poor households, students returning from abroad, and other cases as prescribed by law.

  1. General education is divided into the basic education stage and the career-oriented education stage. The basic education stage includes primary education and lower secondary education; the career-oriented education stage includes upper secondary education. Students in vocational education institutions study the volume of high school cultural knowledge.
