Subjects of Enrollment for Intermediate and College-Level Education

Based on Clause 2, Article 3 of Circular 05/2021/TT-BLDTBXH, enrollment for intermediate-level and college-level programs is regulated as follows:

a) For intermediate-level programs:

Students who have graduated from secondary school or higher.

b) For college-level programs:

- Individuals who have a high school diploma;- Individuals who have an intermediate-level diploma and a certificate of completion of the high school education program, or a certificate confirming the fulfillment of the required volume of high school general education knowledge, or have studied and passed the required volume of high school general education knowledge as regulated.

In the case of candidates applying to vocational programs in the fields of health, arts, and security and defense, in addition to the provisions above, they must comply with the relevant specialized legal regulations and guidelines of the managing ministry in charge of the sector or field.

c) For officials and public employees, laborers working at state agencies, units, state-owned enterprises, political organizations, political-social organizations; active military personnel, and police officers; and foreigners, if they meet the following conditions, they are eligible to apply for intermediate-level and college-level programs:

- Ensure the conditions stipulated in points a and b, Clause 2 of this Article;- Officials and public employees and laborers (if funded by the state budget for education) working at state agencies, units, state-owned enterprises, political organizations, political-social organizations are eligible to apply with the approval of the head of the competent authority;- Active military personnel and police officers are eligible to apply to schools regulated by the Ministry of Defense or the Ministry of Public Security after obtaining the approval from the competent authority; military personnel nearing the end of their mandatory service period, if permitted by the regiment-level commander or higher, are eligible to apply according to personal aspirations and must enroll in the year they are admitted, without deferral to the following academic year;- For candidates who are foreigners wishing to study intermediate or college-level programs in Vietnam: The principal of the school shall consider and decide on the admission based on the academic performance in secondary school, high school, or equivalent or higher (transcripts, diplomas, or certificates as evidence) and the results of knowledge and Vietnamese language tests (if necessary) as regulated by the school.
