Subjects Exempted from Tuition Fees According to the New Regulations
The subjects exempted from tuition fees under the new regulations stated in Article 15 of Decree No. 81/2021/ND-CP (Effective from October 15, 2021), specifically include:
- The subjects under the provisions of the Ordinance on Incentives for People with Meritorious Services to the Revolution, if currently studying at educational institutions within the national education system.
- Preschool children and students with disabilities.
- Preschool children and students under 16 years old without any means of support, and persons from 16 to 22 years old attending high school or the first degree program in higher education who are eligible for monthly social allowances as stipulated in Clauses 1 and 2, Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021, of the Government of Vietnam on social assistance policies for social protection beneficiaries. Learners at intermediate and college levels who are orphans with no one to rely on as per the Vocational Education Law.
- Preschool children and high school students, and learners studying at institutions providing continuing education under the general education program whose parents or grandparents (in case they are living with grandparents) belong to poor households as defined by the Prime Minister of the Government of Vietnam.
- 5-year-old preschool children in particularly difficult villages/hamlets, communes in area III of ethnic minority and mountainous regions, particularly difficult communes in coastal sandy areas and islands, as regulated by the competent authorities.
- 5-year-old preschool children not covered under Clause 5 of this Article are exempt from tuition fees from the academic year 2024 - 2025 (effective from September 1, 2024).
- Pre-school and high school students, and learners studying at institutions providing continuing education under the general education program who are biological or legally adopted children of non-commissioned officers and soldiers on active duty as stipulated in Clause 2, Article 6 of Decree No. 27/2016/ND-CP dated April 6, 2016, of the Government of Vietnam on policies, including those for non-commissioned officers and soldiers on active duty, their discharge, and their families.
- Lower secondary school students in particularly difficult villages/hamlets, communes in area III of ethnic minority and mountainous regions, particularly difficult communes in coastal sandy areas and islands, as regulated by the competent authorities, will be exempt from tuition fees from academic year 2022 - 2023 (effective from September 1, 2022).
- Lower secondary school students not covered under Clause 8 of this Article are exempt from tuition fees from academic year 2025 - 2026 (effective from September 1, 2025).
- Students and trainees under the nomination system (including boarding vocational training students with training periods of 3 months or more) as regulated by the Government of Vietnam on nomination policies to higher and vocational education institutions within the national education system.
- Students of ethnic boarding schools, pre-university schools, and pre-university departments.
- Students studying at vocational and higher education institutions who are from ethnic minorities and have parents or grandparents (in case they are living with grandparents) belonging to poor and near-poor households as defined by the Prime Minister of the Government of Vietnam.
- Students majoring in Marxism-Leninism and Ho Chi Minh's Thought.
- Students, graduates, master's students, and doctoral candidates studying one of the following specialized fields: Leprosy, Mental Health, Forensic Medicine, Forensic Psychiatry, and Pathological Anatomy at public medical training institutions as per state-ordered plans.
- Very few ethnic minority students as defined in Clause 1, Article 2 of Decree No. 57/2017/ND-CP dated May 9, 2017, of the Government of Vietnam, prescribing the policy of prioritizing enrollment and supporting the study of preschool children, very few ethnic minority students in areas with difficult or especially difficult socio-economic conditions as stipulated by the competent authorities.
Learners under the subjects of programs and schemes are exempted from tuition fees as prescribed by the Government of Vietnam.
People who have graduated from lower secondary education and continue to study at the intermediate level.
Learners in intermediate and college levels for fields that are difficult for enrollment but have societal demand according to the list prescribed by the Ministry of Labor, Invalids, and Social Affairs.
Learners in specialized fields that meet the requirements for socio-economic development, national defense, and security as stipulated in the Vocational Education Law. Specialized fields prescribed by the Prime Minister of the Government of Vietnam.
