Subjects eligible for a 50% tuition fee reduction are specified in Clause 2, Article 16 of Decree 81/2021/ND-CP (Effective from October 15, 2021), specifically:

- Preschool children and students who are children of officials and public employees, workers whose father or mother had a labor accident or occupational disease and are receiving regular allowances;

- Preschool children and general education students, and learners studying at continuing education institutions under the general education program, whose father or mother or both parents or grandparents (in case of living with grandparents) fall under the near-poor household category as defined by the Prime Minister of the Government of Vietnam.
