Standard scientific research and teaching hour norms for educators in the Vietnam People's Army Force
What are the standard scientific research and teaching hour norms for educators in the Vietnam People's Army Force?
Under Clause 4, Article 3 of Circular 188/2021/TT-BQP, the standard teaching hours are the minimum number of standard hours for an educator in an academic year in Vietnam.
Standard hour norms determined for educators holding leading, command, or managerial positions
Under Article 5 of this Circular, the standard hour norms determined for educators holding leading, command, or managerial positions in Vietnam are as follows:

The standard hour norms determined for educators holding leading, command, or managerial positions are calculated as a percentage (%) of the standard teaching hours stipulated in Clause 1, Article 4 of this Circular, as follows:
a) Director, Principal, Political Commissar are 10%.
b) Deputy Director, Vice Principal, Deputy Political Commissar: 15%.
c) Head of Department and equivalent positions: 20%.
d) Deputy Head of Department, Head of Division within the school, and equivalent positions: 25%.
dd) Dean, Head of Faculty: 60%; if holding the position of CPV Committee Secretary or CPV Cell Secretary: 45%; if holding the position of Deputy CPV Committee Secretary or Deputy CPV Cell Secretary: 50%.
e) Deputy Dean, Deputy Head of Faculty: 70%; if holding the position of CPV Committee Secretary or CPV Cell Secretary: 55%; if holding the position of Deputy CPV Committee Secretary or Deputy CPV Cell Secretary: 60%.
g) Head of a professional team: 80%; if holding the position of CPV Cell Secretary: 65%; if holding the position of Deputy CPV Cell Secretary: 70%.
h) Deputy Head of a professional team: 85%; if holding the position of CPV Cell Secretary: 70%; if holding the position of Deputy CPV Cell Secretary: 75%.

An educator holding multiple positions will apply the standard hour norms for the highest-ranked position stipulated in Clause 1 of this Article.

The number of face-to-face or online teaching hours in a class for educators holding leading, command, or managerial positions must ensure a minimum of 50% of the standard hour norms stipulated in Clause 1 of this Article.

The Director or Principal of the school stipulates the standard hour norms for other concurrent positions (if any) in accordance with Clause 1 of this Article.

The results of implementing the standard hour norms stipulated in Clause 1, Article 4, and Clause 1, Article 5 of this Circular are the basis for evaluating the completion of tasks in the academic year, classifying emulation, and resolving related policies for educators; in cases where the teaching hours do not meet the stipulated standards, the Director or Principal of the school may consider and decide to allow the compensation of scientific research hours into teaching hours to meet the standard hours as required.
