Rights and Obligations of Citizens in Education
According to Article 83 of the 2019 Education Law, the rights of learners are stipulated as follow. To be specific:
To receive education and training to develop fully and to best utilize one’s potential.
To be respected; to have equal opportunities in education and training; to develop talents, aptitudes, creativity, and inventions; and to be fully informed about one's learning and training progress.
To advance classes, shorten the duration of the program, study beyond the prescribed age, extend the duration, repeat classes, and be facilitated to study educational programs as stipulated by law.
To learn in a safe and healthy educational environment.
To be awarded degrees, certificates, and confirmations upon graduation of a level of education, training level, and completion of educational programs as prescribed.
To participate in activities of unions and social organizations within educational institutions as prescribed by law.
To use the facilities, libraries, equipment, and means serving the educational, cultural, physical, and sports activities of the educational institution.
To directly or through their legal representatives, petition the educational institution with solutions to contribute to building the educational institution and protecting the rights and interests of learners.
To enjoy the State's preferential policies in recruitment into state agencies if graduating with high honors and good ethics.
To nominate representatives to participate in the school council as prescribed.
