Regulation on Working Principles and Duties of the Examination Board in the 2020 High School Graduation Exam
Based on Clauses 3 and 4 of Article 17 of the Regulation on High School Graduation Exams issued with Circular 15/2020/TT-BGDDT, the principles of operation and tasks of the Examination Council are stipulated as follows:
Regarding the working principles of the Examination Council, they are stipulated as follows:
- The Examination Setting Committees and other members of the Examination Council work independently and directly with the leadership of the Examination Council; individuals assigned to specific tasks are responsible for carrying out those tasks and are not permitted to participate in other tasks;
- Each member of the Examination Council bears individual responsibility for the content of the exam and ensures the confidentiality and safety of the exam according to their responsibilities and the laws on state secret protection.
Regarding the tasks of the Examination Council, they are stipulated as follows:
- Organizing the drafting, appraisal, fine-tuning of the exam, grading guidelines, answers, and scoring rubric for both official and backup exams;
- Printing and duplicating the exams conformably, in sufficient quantity as required by the National Steering Committee; packaging, sealing, preserving the exams, and handing over the original exams to the Transportation Team and the Exam Handover Team of the National Steering Committee;
- Ensuring the absolute confidentiality and safety of the exam, grading guidelines, answers, and scoring rubric within the exam setting area from the start of the exam drafting process until the end of the last subject of the exam;
- Recommending the Minister of Education and Training issue decisions on rewards and disciplinary actions (if any) for the members of the Examination Council.
