Purpose of Issuing and Using the Training Program Statistics Directory in Higher Education

According to Article 3 of Circular 09/2022/TT-BGDDT (Effective from July 22, 2022), the purpose of issuing and using the Training Program Statistics Directory in higher education is stipulated as follows:

  1. Classify, statistically analyze, and develop training sectors and programs in higher education.

  2. Formulate and implement regulations on opening new programs, student admissions, training, quality accreditation, and the issuance and management of degrees in higher education.

Issuance and Update of the Training Program Statistics Directory in Higher Education

According to Article 4 of this Circular, the issuance and update of the Training Program Statistics Directory in higher education are stipulated as follows:

  1. Issuing along with this Circular the Official Sector Directory (in Appendix I), which includes:

a) Directory of undergraduate training sectors;

b) Directory of master's degree training sectors;

c) Directory of doctoral degree training sectors.

  1. Information in the Directory is stipulated as follows:

a) Sector Code: A unique 7-digit code within the Directory, where the first digit represents the training level code (level I), the next two pairs of digits represent the training field code (level II) and training sector group code (level III), and the last two digits represent the training sector code within the sector group (level IV);

b) Sector Name: Reflects the specialized, professional characteristics of the sector and is consistent with the general characteristics of the sector group and training field;

c) Effectiveness: Indicates the applicability period of a sector when there are additions, renaming, position shifting, or elimination within the Directory, along with the effective or expiration time;

d) Notes: Reflects other information (if any).

  1. Based on proposals from training institutions and the practice of training and human resource utilization in various sectors, the Ministry of Education and Training periodically organizes reviews and updates the Directory as stipulated in this Circular. Any changes to the current Directory must be recorded in the newly issued Directory. The updated Directory will be published on the Ministry of Education and Training's electronic portal.
