Promulgation of Circular 24/2024/TT-BGDDT on the Regulation of the High School Graduation Examination in Vietnam
On December 24, 2024, the Minister of Education and Training of Vietnam issued Circular 24/2024/TT-BGDDT regarding the high school graduation examination regulations, which takes effect from February 8, 2025.
Article 19 of the high school graduation examination regulations issued under Circular 24/2024/TT-BGDDT specifies the eligible participants for the high school graduation exam as follows:
- Individuals who have completed the General Education/Continuing Education Program in the year of the exam
- Individuals who have completed the General Education/Continuing Education Program but have not yet graduated in previous years
- Individuals who already hold a high school diploma taking the exam to obtain results for university admission registration
- Individuals who already have an intermediate diploma taking the exam to obtain results for university admission registration

Which subjects are included in the 2025 High School Graduation Examination in Vietnam?
According to Article 3 of the high school graduation examination regulations issued with Circular 24/2024/TT-BGDDT, the subjects for the exam are defined as follows:
Article 3. Exam Subjects
The examination will consist of three sessions: one session for Literature, one session for Mathematics, and one session for an elective test comprising two subjects chosen from: Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Informatics, Industrial Orientation Technology (abbreviated as Industrial Technology), Agricultural Orientation Technology (abbreviated as Agricultural Technology), Foreign Languages (English, Russian, French, Chinese, German, Japanese, and Korean).
The High School Graduation Examination 2025 will comprise 2 compulsory subjects and 2 elective subjects. Specifically:
[1] 2 Compulsory subjects: Literature, Mathematics
[2] 2 Elective subjects chosen from the following:
- Physics
- Chemistry
- Biology
- History
- Geography
- Economic and Legal Education
- Informatics
- Industrial Orientation Technology (abbreviated as Industrial Technology)
- Agricultural Orientation Technology (abbreviated as Agricultural Technology)
- Foreign Languages (English, Russian, French, Chinese, German, Japanese, and Korean)
What are requirements for question papers of the 2025 High School Graduation Examination in Vietnam?
Based on Article 5 of the high school graduation examination regulations issued with Circular 24/2024/TT-BGDDT, the question papers and the confidentiality and declassification requirements are stipulated as follows:
Article 5. Question papers and Requirements for Confidentiality and Declassification
- In each examination session, each subject has an official question paper and a backup question paper. The question papers must satisfy the following requirements:
a) The content of the question papers must comply with the provisions of Clause 2, Article 4 of this Regulation;
b) Ensure accuracy, scientific rigor, and educational value; wording must be clear;
c) Closely adhere to the achievement requirements of the General Education Program; ensure the classification of candidates;
d) Essay questions must clearly state the score of each question; scores of each subject are calculated on a scale of 10;
dd) Each set of question papers must include an answer key, and essay questions must have additional grading guidelines;
e) The question papers must clearly state the number of pages (for question sets with 2 pages or more); clearly state "END" at the conclusion of the question set.
- Unreleased question papers and answer keys are classified as "Top Secret" state secrets. The duration for maintaining the "Top Secret" classification for the examination questions:
a) The classification for essay question papers ends only when two-thirds (2/3) of the exam time has passed; for multiple-choice questions, it ends when the exam time for the session concludes;
b) Unused backup question papers are declassified immediately after the last exam session concludes.
Thus, the question papers of the 2025 High School Graduation Examination in Vietnam must meet the following requirements:
- The content of the question papers must adhere closely to the current general education curriculum for high school, primarily focusing on the 12th-grade program
- Ensure accuracy, scientific rigor, and educational value; wording must be clear
- Closely adhere to the achievement requirements of the General Education Program; ensure the classification of candidates
- Essay questions must clearly state the score of each question; scores of each subject are calculated on a scale of 10
- Each question papers must include an answer key, and essay questions must have additional grading guidelines
- The question papers must clearly state the number of pages (for question sets with 2 pages or more); clearly state "END" at the end of the question set
