Procedure for Transferring Schools for Secondary School Students
According to Clause 1, Article 4 of Decision 51/2002/QD-BGDDT, secondary school students are allowed to transfer schools under the following circumstances:
- The student relocates with their father or mother or guardian.
- The student has special family difficulties or has a genuinely legitimate reason to transfer schools.
Thus, if your child falls under one of the two cases above, they may transfer schools.
Note: Residence includes both temporary and permanent residence.
Procedures for secondary school students to transfer schools are as follows:
Transfer documents include:
- Transfer request form signed by the father, mother, or guardian.
- Academic transcript (original).
- Certified copy of lower level graduation certificate.
- Copy of birth certificate.
- Admission certificate to the first grade level of high school specifying the type of school admitted (public or non-public).
- School transfer recommendation letter from the principal of the leaving school.
- School transfer recommendation letter from the Head of the Education and Training Department (for secondary schools); Director of the Department of Education and Training (for high schools) of the leaving locality (in case of transferring from another province or city).
- Valid documents to receive preferential, encouragement policies in studying, enrollment, or graduation exams (if any).
- Household registration or long-term temporary residence certificate or the employment transfer decision of the father or mother or guardian at the new residence for students relocating from another province or city.
- Certification from the local authority where the student resides for those with special family difficulties.
Where to submit documents:
- Transfer within the same province or city: The principal of the receiving school will accept and review the documents in accordance with the Director of the Department of Education and Training's regulations.
- Transfer from another province or city: The Education and Training Department of the receiving locality will accept and assign the school according to the residence, along with the reviewed documents.
