Procedure for Recognition of Principal of Private College
Article 18 Circular 15/2021/TT-BLDTBXH (effective from December 15, 2021) stipulates procedures for recognizing the principal of private colleges as follows:
1. Personnel Proposal for Principal Position
The Board of Directors or the sole owner of the school, based on the principal standards stipulated in Clause 2, Article 14 of the Law on Vocational Education, selects and prepares a dossier according to the provisions of Clause 2 of this Article to be sent via online public service, postal service, or directly to the Directorate of Vocational Education and Training.
2. The application dossier for recognizing the principal of a private college includes one set, consisting of:
a) Document from the Board of Directors or the sole owner of the school proposing the recognition of the principal according to Form No. 12 Appendix issued with this Circular;
b) Minutes of the Board of Directors meeting proposing the recognition of the principal according to Form No. 13 Appendix issued with this Circular;
c) Copies of the degrees and certificates of training and retraining of the individual proposed for the position of principal.
3. Decision on Recognizing the Principal of a Private College
Within 15 working days from the date of receiving the complete dossier for the recognition of the principal of a private college, the Directorate of Vocational Education and Training shall submit to the Minister of Labor, Invalids and Social Affairs for decision on recognizing the principal of the private college. In case of non-recognition, a written response stating clear reasons must be provided.
