Procedure and Process for Evaluating and Classifying Public Employees under Management not under the Jurisdiction of the Minister of Education and Training

Currently, what are the procedures and steps for evaluating and classifying the quality of public employees managed by units and subordinate units of the Ministry, which are not under the authority of the Minister of Education and Training (BGDDT)? According to Clause 3, Article 25 of the Regulations on annual quality assessment and classification for units and officials and public employees, employees of the Ministry of Education and Training issued together with Decision 3277/QD-BGDDT in 2021, the procedures and processes for assessing and classifying the quality of public employees are stipulated as follows:

For public employees managing units under or affiliated with the Ministry but not within the evaluation authority of the Minister:

- Self-evaluation and classification by public employees:

Public employees shall make a self-assessment report, stating their classification and results of work performance according to their assigned duties and responsibilities using Form No. 02 of the Appendix issued together with these Regulations.

- Comments and evaluations of public employees:

A meeting shall be organized at the unit where the public employee works to comment and evaluate the public employee.

Meeting participants:

For organizations and units with constituent units, participants shall include representatives of the party committee, trade union, youth union, and the heads of the constituent units.

For organizations and units without constituent units, participants shall include all public employees and workers of the organization or unit.

Public employees shall present their self-assessment report on work results at the meeting, and attending members shall contribute their opinions, which must be recorded in the minutes and approved at the meeting.

- Consideration and decision on the assessment and classification of public employee quality:

The competent authority for evaluation and classification shall base its decision on the self-assessment and classification of the public employee and the opinions expressed at the meeting as stipulated in points (a) and (b) of this clause to determine the level of evaluation and quality classification for the public employee.
