Priority Points for University Entrance Exams: Calculated Based on Household Registration or Place of Study?
Article 7 Clause 4 of the College and University Admissions Regulations; Admissions to the College Degrees Sector Issued Along with Circular 09/2020/TT-BGDDT stipulates:
- Candidates who continuously attend and graduate from high school in any area will benefit from the priority of that area.
- If a candidate transfers schools during their 3 years of high school (or during the time of secondary education), the area where they studied the longest will determine their priority.
- If the candidate attends a different school each year with varying priority levels for different areas, or splits their time between schools, the area where they graduate will determine their priority. This regulation applies to all candidates, including those who graduated before the admission year.
Additionally, the following cases are granted area priority based on their permanent household registration: students who have a permanent household registration (during their high school or secondary education) for over 18 months in region III communes and communes with particularly difficult hamlets in ethnic minority and mountainous areas as regulated by the Minister, Chairperson of the Committee for Ethnic Minority Affairs, and the Prime Minister of the Government of Vietnam; especially difficult regions along coastal and island areas; particularly difficult communes, border communes, safe zones under the investment program of Program 135; disadvantaged hamlets and communes as specified by the Prime Minister of the Government of Vietnam if they attend high school (or secondary education) at a location within a district, district-level town, or provincial city with at least one of the exceptionally difficult communes.
Therefore, according to the above regulation, if you have a permanent household registration (during your high school years) for over 18 months in a particularly difficult commune, you will receive priority points for area 1. If you have a permanent household registration in a particularly difficult commune for less than 18 months, you will receive priority points for the area where you continuously studied and graduated from high school, which is area 2NT.
