Principles of Managing and Issuing Diplomas and Certificates
The principles of managing and issuing diplomas and certificates of the national education system are stipulated in Article 2 of the Regulations issued together with Circular 21/2019/TT-BGDDT. Specifically:
- Diplomas and certificates are uniformly managed, with decentralized management implemented by the Departments of Education and Training, granting autonomy and self-responsibility to teacher training institutions and higher education institutions as stipulated in Article 3 of these Regulations.
- Diplomas and certificates are issued once, except in cases specified in Article 18 of these Regulations.
- All acts of fraud in the issuance and usage of diplomas and certificates are strictly prohibited.
- Ensure transparency and openness in the issuance of diplomas and certificates.
Content Recorded on Diplomas, Certificates, and Diploma Supplements
The content recorded on diplomas, certificates, and diploma supplements is stipulated in Article 7 of the Regulations issued together with the Circular, including the following provisions:
- The main content recorded on higher education diplomas and higher education diploma supplements shall comply with the regulations of the Minister of Education and Training.
- The content recorded on lower secondary education diplomas, upper secondary education diplomas, teacher training intermediate diplomas, teacher training college diplomas, and certificates of the national education system shall follow the template issued by the Minister of Education and Training.
