Popular Education and Mandatory Education in Primary Schools: Regulations and Provisions
The provisions on universal education and compulsory education in primary schools are stipulated in Article 20 of the Charter promulgated together with Circular 28/2020/TT-BGDDT. Specifically:
- Schools participate in the steering committee, develop, and implement plans for universal education, compulsory education, illiteracy eradication, and ensure that primary education is compulsory education at the local level.
- Coordinate with various committees and social organizations to mobilize children and individuals within the scope of universal education, compulsory education, and illiteracy eradication to attend school. Organize teaching and educational activities to ensure the quality of universal education, compulsory education, and illiteracy eradication.
- Participate in surveys, data updates, and manage records of universal education, compulsory education, and illiteracy eradication as assigned by the designated area; coordinate to inspect and evaluate the results of universal education, compulsory education, and illiteracy eradication at the commune level; advise commune authorities to request the district-level people's committee to inspect and recognize the standards of universal education, compulsory education, and illiteracy eradication according to regulations.
- Implement inclusive education for students with special circumstances, students with disabilities in primary schools according to the provisions of the Law on People with Disabilities, the guiding documents for the Law on People with Disabilities, the provisions of this Charter, and the Regulations on inclusive education for people with disabilities issued by the Minister of Education and Training.
