Order and procedures for evaluating and classifying public employees under the authority of the Minister of Education and Training
Based on Clause 2, Article 25 of the Regulation on annual evaluation and classification of quality for units and officials and public employees, employees of the Ministry of Education and Training issued with Decision 3277/QD-BGDDT in 2021, the procedure for evaluating and classifying the quality of public employees is stipulated as follows:
For public employees managing units under and directly under the Ministry, subject to the assessment authority of the Minister:
- Implement the steps stipulated at points a and b, Clause 1 of this Article.
- Collect feedback and evaluations from the party committee where the public employee works (where there is no party committee, collect feedback from the party cell).
- Summarize and seek opinions
The Department of Personnel Organization consolidates feedback and evaluations as stipulated at points a and b of this clause and relevant documents (if any) (For higher education institutions, also consolidate the annual operational effectiveness assessment results of the school council/university council for the chairman of the school council/chairman of the university council, principal/director), propose the evaluation content and quality classification level for the public employee. Seek the opinion of the responsible deputy minister.
- Review and decide on the evaluation and quality classification of the public employee
The Minister considers the opinions provided at points a, b, and c of this clause and the advisory opinion of the Department of Personnel Organization to decide on the evaluation and quality classification of the public employee leaders and managers under the Minister's authority to evaluate and classify the quality of public employees.
