Officially amended regulations on determining the quota for university, master, and doctoral admissions and for vocational college admissions in Preschool Pedagogy from June 13, 2023 in Vietnam
Recently, the Ministry of Education and Training of Vietnam issued Circular 10/2023/TT-BGDĐT, which amends and supplements some provisions of Circular 03/2022/TT-BGDĐT dated January 18, 2022 on determining the quota for university, master, and doctoral admissions and the quota for vocational college admissions in Preschool Pedagogy.
Some notable changes made by Circular No. 10/2023/TT-BGDĐT include:
- Principles for determining the quota for admissions;
- Regulations on lecturers in determining the quota for admissions;
- Determination of the quota for vocational colleges and universities in the field of regular teacher education;
- Determination of the quota for admissions to vocational colleges and universities in the form of dual education;
- Determination of the quota for admissions to universities in the form of distance education;
- Replacement of Appendix 4 of Circular 03/2022/TT-BGDĐT.
And some other contents.
Note: Circular 10/2023/TT-BGDĐT takes effect from June 13, 2023.
How to determine factors for the quota for part-time vocational college admissions in Vietnam?
Pursuant to Article 9 of the Circular 03/2022/TT-BGDĐT (amended by Clause 6 Article 1 of the Circular 10/2023/TT-BGDĐT) stipulating determination of factors for the quota for part-time vocational college admissions in Vietnam as follows:
Determination of the quota for part-time admissions to universities and colleges
1. The quota for part-time admissions to universities in a field of study is determined not to exceed 30% of the quota for regular admissions based on the capacity of that field of study. For the field of Art and the group of teacher education majors, the quota for part-time admissions is determined not to exceed 50% of the quota for regular admissions based on the capacity of that field of study/group of majors.
2. The quota for part-time admissions to vocational colleges in the field of Preschool Pedagogy is determined not to exceed 50% of the quota for regular admissions based on the capacity of that field of study.
From June 13, 2023, the quota for part-time admissions to vocational colleges in the field of Preschool Pedagogy is determined not to exceed 50% of the quota for regular admissions based on the capacity of that field of study.
What are regulations on determination of the quota for part-time admissions to associate's degree programs in the field of Preschool Education in Vietnam?
Pursuant to Clause 3 Article 9 of the Circular 03/2022/TT-BGDĐT stipulating the quota for part-time admissions to associate's degree programs in the field of Preschool Education in Vietnam as follows:
Determination of the quota for part-time admissions to associate's and university degree programs

3. The quota for part-time admissions to associate's degree programs in the field of Early Childhood Education is included in the total quota for part-time admissions to associate's degree programs of the training institution. The ratio of the quota for part-time admissions from the associate's degree level to the bachelor's degree level is determined in accordance with current regulations of the Government and the Prime Minister.
4. For the quota for part-time admissions to associate's degree programs in the field of Early Childhood Education under Decree 71/2020/NĐ-CP dated March 30, 2020 of the Government, which stipulates the roadmap for implementing the enhanced required training level for preschool, primary school, and lower secondary school teachers, the Minister of Education and Training shall consider, decide, and announce to the training institutions based on the needs of localities and the training capacity of the training institutions.
As regulations above, the quota for part-time admissions to associate's degree programs in the field of Early Childhood Education is included in the total quota for part-time admissions to associate's degree programs of the training institution.
In addition, the ratio of the quota for part-time admissions from the associate's degree level to the bachelor's degree level is determined in accordance with current regulations of the Government and the Prime Minister.
