Not Joining the Youth Union: Eligibility for University Entrance Exam?
According to Article 5 of Circular 09/2020/TT-BGDDT, the conditions for university entrance examination are stipulated as follows:
Candidates who have graduated from Vietnam's high school program (in the form of formal education or continuing education) or have graduated from intermediate level education (in which case, those who have graduated from intermediate level education but do not have a high school diploma must study and pass the required amount of high school cultural knowledge as prescribed by the Education Law and guiding documents) or have graduated from a foreign high school program (permitted by the host country, achieving an equivalent level to Vietnam’s high school level) abroad or in Vietnam (hereinafter referred to as high school graduates).
Candidates must be in good health to study according to current regulations. For people with disabilities certified by a competent authority as having deformities, impairments, or reduced self-reliance in daily activities and studies, the principals of the schools will consider and decide on their admission for the fields of study appropriate to their health condition.
Candidates must fall within the prescribed age range for schools or disciplines with age regulations.
Candidates must meet the preliminary requirements if registering for admission (DKXT) or taking exams at schools with preliminary requirements.
Candidates must have permanent residency in the prescribed recruitment area if registering for admission or taking exams at the schools with regional recruitment regulations.
Military personnel; officers, non-commissioned officers, mandatory duty soldiers in the People's Police on active duty are only allowed to apply to the schools regulated by the Ministry of Defense or the Ministry of Public Security after being permitted by a competent authority to study; active duty military personnel nearing the end of their mandatory military service term as per regulations, if permitted by their regiment-level head or higher, are allowed to apply according to their personal wishes. If accepted, they must enroll immediately in that year and cannot defer their admission to the following academic year.
=> Therefore, meeting the above conditions will qualify candidates to take the university and college entrance exams. The law does not mandate being a member of the youth union to take the university entrance exam.
