Method for Planning the Network of Higher Education and Pedagogical Institutions for the Period 2021-2030
According to Clause 3, Article 1 of Decision 209/QD-TTg in 2021, the method for planning the network of higher education and pedagogical institutions for the period 2021-2030 is stipulated as follows:
a) The method must be comprehensive, systematic, and multi-dimensional; ensuring scientific, practical, modern technology application and high reliability requirements.
b) Methods used for planning include:
- Basic investigative method;- Systematic analysis method;- Comparative, synthetic method;- Forecasting method;- Expert consultation, seminar, discussion method;- Mapping method;- Cause-effect analysis method.
Content Requirements for the Planning of the Network of Higher Education and Pedagogical Institutions for the Period 2021-2030
According to Clause 4 of this article, the content requirements for the planning of the network of higher education and pedagogical institutions for the period 2021-2030 are as follows:
a) Analysis and evaluation of natural factors, resources, context, and the current state of the network of higher education and pedagogical institutions.
b) Forecasting development trends and scenarios directly affecting the network of higher education and pedagogical institutions.
c) Evaluation of sectoral and regional linkages, and the connection between the network of higher education and pedagogical institutions with scientific research institutions in developing the network; identifying the economic-social development demands of the sector, opportunities, and challenges.
d) Determining the viewpoints and development goals of the network of higher education and pedagogical institutions during the planning period.
e) Development plan for the network of higher education and pedagogical institutions.
f) Orienting land use for the development of the network of higher education and pedagogical institutions and activities for environmental protection and climate change adaptation.
g) List of national important projects, priority investment projects of the sector and order of priority for implementation:
- Establishing criteria for identifying priority investment projects for the development of the network of higher education and pedagogical institutions during the planning period.- Justifying the construction of a list of national important projects, and priority investment projects of the sector during the planning period, estimating the total investment, proposing the order of priority for implementation, and the method for phased investment.
h) Developing solutions, and resources for implementing the plan.
