What are maximum tuition fees for extra classes outside of school from February 14, 2025 in Vietnam?
Based on Article 7 of Circular 29/2024/TT-BGDDT on the collection and management of extra classes fees:
Article 7. Collection and Management of Extra Classes Fees
- The funding for organizing extra classes within schools uses state budget resources and other legitimate financial sources according to the agreement between parents, students, and the tutoring facility.
- The collection, management, and use of extra classes fees shall be carried out according to the laws on finance, budget, assets, accounting, tax, and other relevant regulations.
According to the above regulations, the fee for extra classes is determined by the agreement between parents, students, and the tutoring facility.

What are requirements for extra classes in Vietnam?
Based on Article 6 of Circular 29/2024/TT-BGDDT regulating extra classes:
Article 6. Extra classes
- Organizations or individuals conducting extra classes activities for a fee from students (hereinafter referred to as tutoring facilities) must meet the following requirements:
a) Business registration in accordance with the law;
b) Public disclosure on the electronic portal or posting at the tutoring facility's headquarters about the subjects being tutored; tutoring duration for each subject according to each grade level; the location, form, and time of tutoring activities; the list of tutors and the tutoring fee rates before enrolling students in the tutoring classes (according to Form No. 02 in the appendix attached to this Circular).
- Tutors conducting extra classes must ensure they possess good moral character; have the appropriate professional competence for the subjects they are involved in tutoring.
- Teachers who are currently teaching in schools participating in extra classes must report to the Principal or Director or head of the school (hereinafter collectively referred to as the Principal) about the subjects, locations, forms, and times of their tutoring activities (according to Form No. 03 in the appendix attached to this Circular).
According to the above regulations, extra classes must meet the following requirements:

What are the objectives of general education in Vietnam?
Based on Article 29 of the Education Law 2019 regarding the objectives of general education:
Article 29. Objectives of General Education
- General education aims to develop the learner comprehensively in terms of ethics, intellect, physicality, aesthetics, basic skills, personal capacity development, dynamism, and creativity; to form the personality of socialist Vietnamese citizens and civic responsibility; to prepare the learner for continued higher education, vocational education, or participation in labor, nation-building, and defense.
- Primary education aims to form the initial foundation for the development of students' ethics, intellect, physicality, aesthetics, and abilities; to prepare students to continue to secondary education.
- Lower secondary education aims to consolidate and develop the outcomes of primary education; to ensure that students have a foundational general education, and the necessary minimum understanding of technology and career orientation to continue to upper secondary education or vocational education programs.
- Upper secondary education aims to provide civic knowledge; to ensure that students consolidate, and develop the outcomes of secondary education, complete general education, and have common understanding of technology and career orientation; to create conditions to enhance personal capabilities for choosing a development path, continuing higher education, vocational education, or participating in labor, nation-building, and defense.
Thus, general education aims to develop learners comprehensively in terms of ethics, intellect, physicality, aesthetics, basic skills, personal capacity development, dynamism, and creativity; to form the personality of socialist Vietnamese citizens and civic responsibility; to prepare learners for continued higher education, vocational education, or participation in labor, nation-building, and defense.
