On March 29, 2024, the Minister of Education and Training issued Circular 04/2024/TT-BGDDT guiding leadership, management positions, and job positions for the occupational titles in the education and training sector within higher education institutions and public teacher training colleges.

Circular 04/2024/TT-BGDDT takes effect from May 15, 2024.

Based on Appendix 1 issued with Circular 04/2024/TT-BGDDT, the categories of leadership and management positions within higher education institutions, effective from May 15, 2024, are as follows:

Principles for Determining Job Positions and Number of Workers in Public Higher Education Institutions?

Based on Article 3 of Decree 106/2020/ND-CP, which stipulates the principles for determining job positions and the number of workers.

Additionally, based on Article 2 of Circular 04/2024/TT-BGDDT governing the determination of job positions and the number of workers in public higher education institutions.

The determination of job positions and the number of workers in public higher education institutions follows the following principles:

- Ensure consistency and synchronization with specialized legal regulations in the field of education.- Strictly implement the Party's and legal policies on job positions, number of workers, and streamlining public personnel in public higher education institutions.- Fit with the functions, tasks, powers, and organizational structure of public higher education institutions.- Ensure scientific, objective, public, transparent, effective, and enhance the quality of public employees, and workers in public service providers.- Ensure that one worker is assigned enough workload to carry out during the stipulated working hours.- Job positions that do not have sufficient workload for the stated time of one worker must be arranged as concurrent positions.- Ensure a reasonable structure, in which the number of workers at occupational title positions specifically for the sector and general-purpose occupational titles account for at least 65% of the total number of workers in public higher education institutions.- Leadership and management job positions and educational training occupational title positions tied to organizational structure, training activities, scientific, and technological activities, and community service of the educational institutions.- Each job position must have a job position description, competency framework, and be associated with leadership, management positions, or the rank of public employee occupational titles.- Ensure efficiency, streamline organizational heads, execute streamlining public personnel, restructure the public employee team, and reduce the state budget when determining job positions according to occupational titles in educational institutions.
