Issuing certificates to students who do not win awards in the Exam for Selection of National Excellent Students from November 25, 2023 in Vietnam

Pursuant to Article 34 of the Regulations on the Exam for Selection of National Excellent Students issued together with Circular 17/2023/TT-BGDĐT stipulating the issuance of certificates as follows:

Issuance of certificates

1. Certificates in national academic competitions

a) Certificates for students winning awards in the Exam for Selection of National Excellent Students are awarded to students who win awards in the competition.

b) Certificates for students participating in the Exam for Selection of National Excellent Students are awarded to students who participate in the competition but do not win awards.

c) Certificates for students participating in the Exam for Selection of National Excellent Students to join the national teams to compete in international and regional Olympiads are awarded to students who participate in the competition.

2. Based on the results of the competition, the Director of the Department of Quality Assurance and Control issues certificates to students. Certificates are only issued once.

3. The Director of the Department of Quality Assurance and Control has the right to withdraw or revoke certificates that have been issued if it is found that the person who was issued the certificate violated the competition regulations during the competition or if the ranking and issuance of certificates were not carried out in accordance with regulations.

Therefore, from November 25, 2023, all students who participate in the Exam for Selection of National Excellent Students, including students who do not win awards, will be issued certificates.

Which violations of the competition regulations will result in the cancellation of the results of the Exam for Selection of National Excellent Students from November 25, 2023 in Vietnam?

As prescribed in Article 42 of the Regulation on the Exam for Selection of National Excellent Students issued together with Circular 17/2023/TT-BGDĐT, the handling of students violating the exam regulations is as follows:

All violations of the exam regulations will be recorded, disciplined, and notified to the students.

5. The results of the exam will be canceled for the following students: Writing or drawing on the exam paper contents not related to the exam; Letting others take the exam or do the exam for someone else in any form; Making corrections or additions to the completed work after submitting the work; Using someone else's work to submit.

6. The results of the exam will be canceled and the case will be sent to the competent authority for consideration and handling in accordance with the law for the following students who violate one of the following errors:

a) Letting others take the exam or do the exam in any form;

b) Disrupting, sabotaging the exam; assaulting those involved in the organization of the exam or other students.

7. For violations with signs of a crime, the educational management agencies will file a case to the competent authority for consideration and handling in accordance with regulations; for other cases of violation, depending on the nature and severity of the violation, disciplinary measures will be taken according to the forms specified in this Article.

Therefore, students will have their results of the Exam for Selection of National Excellent Students canceled if they engage in the following behaviors:

- Writing or drawing on the exam paper contents not related to the exam;

- Letting others take the exam or do the exam for someone else in any form;

- Making corrections or additions to the completed work after submitting the work;

- Using someone else's work to submit.

In addition, students will have their results of the exam canceled and a case will be sent to the competent authority for consideration and handling in accordance with the law for students who violate one of the following errors:

- Letting others take the exam or do the exam in any form;

- Disrupting, sabotaging the exam; assaulting those involved in the organization of the exam or other students.

Do students who win the Exam for Selection of National Excellent Students qualify for direct admission and preferential admission to universities and colleges in Vietnam?

As prescribed in Article 35 of the Regulation on the Exam for Selection of National Excellent Students issued together with Circular 17/2023/TT-BGDĐT, the rights of students who win the Exam for Selection of National Excellent Students are as follows:

Rights of students who win the Exam for Selection of National Excellent Students

1. Students who win prizes in the Exam for Selection of National Excellent Students are awarded a certificate and are rewarded.

2. Students who win prizes in the Exam for Selection of National Excellent Students and have graduated from high school are eligible for direct admission and preferential admission to universities and colleges in accordance with the regulations of the University Entrance Examination Regulations, College Entrance Examination Regulations of Education.

3. Grade 12 students participating in the Olympic team selection exam are exempted from the high school graduation exam.

4. Students who are members of the international and regional Olympic teams are admitted directly to universities in accordance with current regulations and are given priority to study abroad at universities with government scholarships.

Therefore, students who win the Exam for Selection of National Excellent Students are eligible for direct admission and preferential admission to universities and colleges, but they must pass the high school graduation exam.

Note: Circular 17/2023/TT-BGDĐT is effective from November 25, 2023.
