Issuance of University Education Standards from March 22, 2024 in Vietnam
On February 5, 2024, the Minister of Education and Training issued Circular 01/2024/TT-BGDDT on the University Education Standards, replacing c, applicable from March 22, 2024.
The University Education Standards serve as the basis for planning and organizing the network of university education institutions, assessing and monitoring the conditions ensuring quality, and the fulfillment of accountability by university education institutions as prescribed by law.
According to Circular 01/2024/TT-BGDDT, full-time lecturers working in university education institutions include:
[1] Full-time lecturers
- Tenured lecturers;
- Lecturers with fixed-term labor contracts of at least 12 months in a year, working full-time at university education institutions as regulated by the Ministry of Education and Training on the working regime of university lecturers, and not signing labor contracts with a duration of 3 months or more with other employing units.
[2] Learners: Individuals studying and conducting scientific research at university education institutions, including:
- Students of undergraduate programs, specialized programs granting bachelor's degrees at level 6 or level 7 according to the Vietnam National Qualifications Framework;
- Trainees of master's degree programs or equivalent level programs;
- Doctoral candidates of doctoral degree programs or equivalent level programs.

What are standards for lecturers in university education institutions under the new regulations in Vietnam?
According to Section 2 of the University Education Standards issued with Circular 01/2024/TT-BGDDT, the criteria for lecturers in university education institutions are as follows:
University education institutions must have a faculty that meets the requirements for quantity, qualification, and time allocation to ensure teaching and research quality.
Criterion 1: The ratio of students converted by qualification, field, and training form to full-time lecturers should not exceed 40.
Criterion 2: The ratio of tenured lecturers in the working age group to full-time lecturers should not be less than 70%.
Criterion 3: The ratio of full-time lecturers with doctoral degrees:
- Should not be less than 20%, and from 2030, should not be less than 30% for university education institutions that do not offer doctoral programs; should not be less than 5%, and from 2030, should not be less than 10% for specialized training institutions that do not offer doctoral programs.
- Should not be less than 40%, and from 2030, should not be less than 50% for university education institutions that offer doctoral programs; should not be less than 10%, and from 2030, should not be less than 15% for specialized training institutions that offer doctoral programs.
What are regulations on admission and training standards for university education institutions in Vietnam?
According to Subection 2, Section 4 of the University Education Standards issued with Circular 01/2024/TT-BGDDT, the admission and training standards are as follows:
University education institutions must maintain quality and effectiveness in admissions, training, and learner support.
Criterion 1: The enrollment rate over the published quota in the annual admission plan, averaged over the past 3 years, should not be less than 50%; the training scale should not decrease by more than 30% compared to the previous 3 years, except for cases where the scale reduction is in line with the development orientation of the university education institution.
- Average enrollment rate over 3 years: ≥ 50%
- Increase/decrease ratio of training scale over 3 years: > -30%
Criterion 2: The dropout rate, determined by the ratio of learners who fail to graduate and do not continue their studies annually, should not exceed 10%, and for first-year learners, should not exceed 15%.
- Dropout rate: ≤ 10%
- First-year dropout rate: ≤ 15%
Criterion 3: The graduation rate, determined by the ratio of learners who graduate within a maximum delay of 2 years compared to the standard study plan, should not be less than 60%; the on-time graduation rate should not be less than 40%.
- Graduation rate: ≥ 60%
- On-time graduation rate: ≥ 40%
Criterion 4: The learner satisfaction rate with lecturers' quality and teaching effectiveness should not be lower than 70%; the overall learner satisfaction rate with the learning process and experience should not be lower than 70%.
- Learner satisfaction rate with lecturers: ≥ 70%
- Overall learner satisfaction rate: ≥ 70%
Criterion 5: The employment rate of university graduates in jobs relevant to their trained field, self-employment, or pursuing higher qualifications within 12 months after graduation should not be lower than 70%.
Note: Circular 01/2024/TT-BGDDT is effective from March 22, 2024.
