Is Tuition Exemption Granted for Children of Senior Lieutenants?
According to Clause 5, Article 7 of Decree 86/2015/ND-CP regulating policies on tuition fee exemption, reduction, and support for study expenses from the school year 2015-2016 to the school year 2020-2021, the subjects eligible for tuition fee exemption are as follows:
Kindergarten children and general education students who are the children of non-commissioned officers and soldiers serving in the People's Armed Forces for a limited time.
And in Clause 5, Article 2 of the Law on People's Public Security 2018, it is stipulated as follows: Non-commissioned officers and conscripted soldiers are Vietnamese citizens who fulfill their obligation to join the People's Public Security and are conferred and promoted to the ranks of Sergeant Major, Sergeant, Corporal, First Class Private, and Second Class Private.
Based on the above regulations, if the high school student's father is serving in the People's Armed Forces for a limited time, then the student will be exempt from tuition fees. However, a rank of Lieutenant does not fall under the category of limited-time service in the People's Public Security. Therefore, in this case, the student is not eligible for a tuition fee exemption.
