Is it possible to convert a TOEFL certificate to an A2 English level when recruiting a public employee?

According to Official Dispatch 3755/BGDDT-GDTX in 2016 regulations:

The foreign language proficiency of officials and public employees is defined in the Circulars on the code, standards of professional titles based on the 6-level Foreign Language Proficiency Framework for Vietnam (issued together with Circular No. 01/2014/TT-BGDDT dated January 24, 2014).

While waiting for the construction and issuance of legal documents to organize and implement the activities of the national foreign language testing system, the Ministry of Education and Training has introduced 10 units authorized to review, test, and issue English proficiency certificates equivalent to the 6-level framework of the Foreign Language Proficiency Framework for Vietnam (notified in Official Dispatch No. 826/TB-BGDDT dated August 5, 2011; No. 896/TB-BGDDT dated August 24, 2011; No. 42/TB-BGDDT dated January 11, 2013). Regarding the consideration of the equivalence of the practical English certificates A, B, C issued according to Decision No. 177/QD-TCBT dated January 30, 1993, with the European Common Reference Framework for Languages, the Ministry of Education and Training has issued Official Dispatch No. 6089/BGDDT-GDTX dated October 27, 2014, to the Ministry of Home Affairs (attached document). Additionally, the Departments of Education and Training can also consider other certificates such as TOEFL, IELTS, or TOEIC, etc., to assess the English proficiency of officials and public employees.

The acceptance of any foreign language certificate/certification and the period of validity of such certificate/certification is to be determined by the Chairman of the Provincial/Municipal People's Committee directly under the Central Government or the Director of the Department of Education and Training (if authorized by the Chairman of the Provincial/Municipal People's Committee directly under the Central Government) based on the foreign language proficiency requirements for the job position.

Thus, the conversion from TOEFL certificate to the 6-level English proficiency framework for recruitment in Kon Tum will be decided by the Chairman of the Provincial People's Committee of Kom Tum as appropriate to the recruitment position, recruitment period, etc.
