Is it Mandatory to Prepare a Record Confirming the Sealing Status of the High School Graduation Exam Questions?

At Section 7 of Appendix IV Issued with Official Dispatch 1318/BGDDT-QLCL dated 2021, the regulations are as follows:

Usage of the exam paper in the examination room:

The exam supervisor must allow all candidates in the examination room to witness the sealing condition of the exam paper envelope/bag, the conformity of the exam subject with the Exam Schedule, and make a record of confirmation with the signatures of 2 candidates in the examination room; the exam envelope/bag can only be opened at the scheduled time for distributing the exam paper to the candidates as specified in the exam schedule.

Thus, the exam supervisor must allow all candidates in the room to witness the sealing condition of the exam paper bag and make a record confirmed with signatures of 2 candidates in the examination room.
