Pursuant to Article 6 of Circular 51/2012/TT-BGDĐT on the organization and operation of internal audit of higher education institutions, academies, research institutes, colleges, and vocational schools stipulating the following structure, duties, and powers of internal inspection at these institutions as follows:
1. Higher education institutions, academies, colleges, and vocational schools with a student population of 10,000 or more shall establish an internal inspection department.
The internal audit department shall have a director, deputy director, and professional internal inspectors. The appointment and dismissal of the director of the internal inspection department shall be decided by the principal. The appointment and dismissal of the deputy director of the internal inspection department shall be decided by the principal upon the recommendation of the director of the internal inspection department.
2. Higher education institutions, academies, colleges, and vocational schools with a student population of less than 10,000; and research institutes that are authorized to train doctoral students may establish an internal inspection department or assign a professional internal inspector.

As regulations above, according to the above regulations, universities with a student population of less than 10,000 students may establish an internal inspection department or assign a professional internal inspector.
Therefore, you may establish an internal audit department or assign a professional internal inspector, but you are not required to establish an internal inspection department.

Do internal inspectors in Vietnam need to have legal knowledge?
Pursuant to Clause 1 Article 8 of Circular 51/2012/TT-BGDĐT stipulating standards of officers doing internal inspection work as follows:
a) Be a civil servant, public employee, or employee who has signed an indefinite employment contract with the school.
b) Have good moral qualities, be exemplary in complying with the law; have a sense of responsibility, honesty, integrity, fairness, and objectivity; have a healthy lifestyle, respect for public living rules.
c) Have reached the required educational level or above according to the provisions of the Education Law for each level of education.
d) Have an understanding of policies, laws; have a good grasp of the audit procedures, have the ability to analyze, synthesize, evaluate the situation of the management activities of the institution; have the ability to consider, conclude, and recommend measures for handling after the audit.
Therefore, according to the above regulations, when you assign a person to do internal inspection work, that person must have knowledge of the law. In addition to knowledge of the law, that person must have the other knowledge and skills mentioned above.
What are the duties of internal inspectors at universities in Vietnam?
Pursuant to Clause 3 Article 6 of Circular 51/2012/TT-BGDĐT stipulating responsibilities and powers of inspection department (or specialized officials doing inspection work at schools that do not establish a department) as follows:
a) To develop a plan for internal audits and submit it to the principal for approval, and then implement that plan in accordance with the law.
b) To inspect the implementation of laws, regulations, and assigned tasks by organizations, units, and individuals under the principal's management.
c) To assist the principal in performing the tasks of receiving public complaints, handling complaints, and denunciations in accordance with the law on complaints, denunciations.
d) To assist the principal in performing the tasks of preventing corruption in accordance with the law on corruption prevention.
dd) To be the focal point to assist the principal in coordinating with relevant agencies, organizations, and units on internal audit work.
e) To report and summarize experiences on internal audit work; public reception work, complaint handling work, denunciation work, and corruption prevention work of the school at the request of the principal and the higher-level inspectorate; to propose amendments and additions to the policies and regulations of the State on education.
g) To perform other tasks assigned by the principal.
Above are responsibilities and powers of internal inspectors at universities in Vietnam.
