Recently, the Minister of Culture, Sports and Tourism issued a training program on standards for professional titles of library officers, issued together with Decision 830/QD-BVHTTDL in 2023.

In Subsection 1, Section VII, Training program on standards for professional titles of library officers, issued together with Decision 830/QD-BVHTTDL in 2023, stipulates that the training program's documents are compiled as follows:

a) The document is compiled in a simple and modeled manner, easy to understand and remember;

b) Thematic content must be relevant to the working position of the librarian's professional title;

c) Topics must be compiled according to an open structure to create conditions for training and retraining institutions, training and research institutions and lecturers to regularly supplement and update new contents in the courses, scientific progress in fostering human resources working in the field of libraries as well as practical experiences in the content of lectures.

At Item a, Subsection 2, Section VII, Program on fostering standards for professional titles of library officers, promulgated together with Decision 830/QD-BVHTTDL in 2023, has the following requirements for lecturers:

2. Teaching

a) Lecturer

- Lecturers participating in these training programs must have at least the title of main lecturer (class II) as prescribed in Circular No. 40/2020/TT-BGDĐT dated October 26, 2020 of the Ministry of Education and Training. Training or equivalent; ensure the standards of lecturers in training and retraining institutions for cadres, civil servants and public employees according to the provisions of law; have knowledge and experience in the field of libraries; combine the invitation of visiting lecturers who are managers and scientists who are highly qualified and have a lot of experience and practice in library activities;

- Lecturers and visiting lecturers need to research and invest in materials, regularly update new documents, new knowledge, set of exercises, typical situations in the practice of library activities to equip members with basic and practical knowledge and skills, close to the responsibilities and duties of the librarian's professional title.

As such, lecturers participating in the training program for the standardization of professional titles of librarians in Vietnam must have at least the title of main lecturer (class II) or equivalent.

b) Requirements on teaching and learning activities

- Professional training program has many contents that require a combination of theory and practice, in which theory must play a leading role and be associated with practice. During the practical hours, focus is on solving the requirements of skills, library operations and related skills for students.

- The contents of the topics in Parts I and II are the contents of fostering knowledge and skills required for the professional title of Librarian. However, depending on the method of organizing practical discussions in class of training and retraining institutions, training and research institutions, the time for practical discussion of each major can be shortened compared to specified in the training program for this professional title, and at the same time, it is possible to include practical experience in managing training and fostering human resources working in the field of libraries into the discussion content of the staff in order to increase the quality, efficiency and reduce the duration of the program, but still ensure the minimum time as prescribed by law.

- Strengthen the application of active pedagogical methods aimed at setting and solving practical problems of future study and work.

- Ensure students have enough materials and learning facilities, encourage students' self-searching and self-study activities.

Make the most of new teaching tools and technologies.

What qualifications and expertise must be ensured by the reporter when making a thematic report in Vietnam?

At Item b, Subsection 3, Section VII, Program on fostering standards for professional titles of library officers, promulgated together with Decision 830/QD-BVHTTDL in 2023, stipulates qualifications and expertise of reporters. as follows:

3. Requirements for thematic report organization

a) Topics required by the librarian's professional title, suitable to the subjects participating in the study;

b) The reporter must have high professional qualifications, experience in library training and retraining, and be able to impart knowledge and skills;

c) The program spends a certain duration of 2 days (16 periods) for training and retraining institutions, training and research institutions to organize for students to visit and survey the actual activities of the library at the units, localities... Based on the actual situation, training and retraining institutions, training and research institutions can arrange and arrange the time to implement these contents in a short and appropriate manner.

Thus, the reporter must be a person with high professional qualifications, experience in the field of library training and retraining, and the ability to impart knowledge and skills in Vietnam.

What is scoring and grading scale for the entire program through Student Essay in Vietnam?

At Item c, Subsection 4, Section VII, Training program on standards for professional titles of library officers, promulgated together with Decision 830/QD-BVHTTDL in 2023, has regulations on assessment of learning outcomes as follows:

4. Evaluation of learning results

a) Assessing through the consciousness of learners, students who violate the study regulations of the training and retraining institutions, training and research institutions, will be suspended from studying.

b) Assessment through the results of the written test (or practice), scored on a 10-point scale. Students must take the prescribed test, any student who fails (below 5 points) must review and test. Otherwise, if the re-test still fails, the certificate will not be issued.

c) Overall assessment of the program through the student's essay, scored on a scale of 10, achieving 5 points or more and graded as follows:

- Good: 9 - 10 points;

- Good: 7 - 8 points;

- Average: 5 - 6 points;

- Failed: Below 5 points.

Thus, the entire program through the student's Essay, graded on a 10-point scale, achieved 5 points or more and graded:

- Good: 9 - 10 points;

- Good: 7 - 8 points;

- Average: 5 - 6 points;

- Failed: Below 5 points.
