Is it allowed to use the TOEFL ITP test results for applying for the exam for recruiment of Vietnamese public employees?

According to Official Dispatch 3755/BGDDT-GDTX in 2016, the regulations on foreign language proficiency equivalency in Vietnam are as follows:

- The foreign language proficiency of Vietnamese officials and public employees as stipulated in the Circulars regarding codes and professional title standards shall follow the 6-level Vietnam Language Proficiency Framework (issued together with Circular No. 01/2014/TT-BGDDT dated January 24, 2014).

- While waiting for the formulation and issuance of legislative documents to organize and implement the activities of the national foreign language testing system, the Ministry of Education and Training of Vietnam has introduced 10 units authorized to review, test, and issue English proficiency certificates equivalent to the 6 levels of the Vietnam Language Proficiency Framework (as per announcements No. 826/TB-BGDDT dated August 5, 2011; No. 896/TB-BGDDT dated August 24, 2011; No. 42/TB-BGDDT January 11, 2013). Regarding the assessment of the equivalence level of practical English certificates A, B, C issued according to Decision No. 177/QD-TCBT dated January 30, 1993 with the European Framework of Reference for Languages, the Ministry of Education and Training has issued Official Dispatch No. 6089/BGDDT-GDTX dated October 27, 2014 to the Ministry of Home Affairs (attached document). Additionally, local Departments of Education and Training can also consider other certificates such as TOEFL, IELTS, or TOEIC... to evaluate the English proficiency of Vietnamese officials and public employees.

- The acceptance of any foreign language certificate/proficiency certificate and its application period is decided by the Chairman of the provincial/municipal People's Committee or the Director of the Department of Education and Training (if authorized by the Chairman of the provincial/municipal People's Committee) based on the requirements for the job position.

=> Thus, the Chairman of the Quang Nam Provincial People's Committee or the Director of the Quang Nam Department of Education and Training (if authorized) will consider and decide whether the TOEFL ITP test results can be used when applying for the exam for recruitment of Vietnamese public employees in this province.
