Is It Allowed to Authorize Another Person to Perform the Procedures for Issuing a Copy of the Graduation Certificate from the Original Register?
In Article 30 of the Regulations issued together with Circular 21/2019/TT-BGDDT, it stipulates the subjects entitled to request copies of diplomas and certificates from the original register. To be specific:
- The person who was issued the original diploma or certificate.
- The legal representative or authorized representative of the person who was issued the original diploma or certificate.
- Father, mother, child; husband, wife; siblings; other heirs of the person who was issued the original diploma or certificate in case that person has passed away.
=> Thus, according to the above regulations, if the person applying for a copy of the diploma from the original register cannot carry out the procedure themselves, they may authorize another person to carry out the procedure on their behalf.
The Regulations also stipulate: The dossier for requesting a copy of the graduation diploma includes:
- An application for a copy of the diploma or certificate, providing information about the issued diploma or certificate;
- The original or a certified copy of the identity card, citizen identification, or passport that is still valid for the dossier receiver to verify;
- In the case where the requester for the copy of the diploma or certificate from the original register is the person specified in clauses 2 and 3 of Article 30 of these Regulations, they must present the authorization document (for the authorized person) or documents proving the relationship with the person who was issued the original diploma or certificate;
- In case the requester for the copy of the diploma or certificate from the original register sends the request via postal mail, they must send a certified copy of the documents specified in points a, b, and c of this clause along with one (1) stamped envelope clearly stating the full name and address of the recipient to the competent authority to issue the copy of the diploma or certificate from the original register.
