Is Having a Small Tattoo on the Hand Allowed in Military School Exams?
According to Article 14 of Circular 17/2016/TT-BQP regulating political and ethical standards specifically:

+ Military personnel must be evaluated by competent authorities as having completed their duties well during their service period;
+ The body must not have tattoos that are horrific, strange, provocative, or violent, causing repulsion.
Thus, based on the above regulations, candidates applying to military schools are not allowed to have tattoos that are horrific, strange, provocative, or violent causing repulsion. Therefore, in your case, having a small tattoo of a name on your arm can still apply for the examination, without considering other conditions.
However, you should research the information and admission regulations of the school you wish to apply to, to know if they permit candidates with tattoos to apply.
