Is Being Diabetic Exempt from Military Defense Skill Practice?
According to Clause 3, Article 4 of Joint Circular 18/2015/TTLT-BGDDT-BLDTBXH, individuals exempted from practical military skills training include:
+ Students who are physically unfit or have medical conditions that exempt them from military service under current regulations.
Based on Appendix 1 for health classification issued with Joint Circular 16/2016/TTLT-BYT-BQP, it is stipulated:
Diabetes: Grade 5
According to Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, the health classification for citizens undergoing medical examinations for military service is based on scores assigned to 8 criteria listed in the military health examination form. To be specific:
- Grade 1: All 8 criteria score 1;- Grade 2: At least 1 criterion scores 2;- Grade 3: At least 1 criterion scores 3;- Grade 4: At least 1 criterion scores 4;- Grade 5: At least 1 criterion scores 5;
Thus, individuals with diabetes will have Grade 5 health.
Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP provides health standards for military service recruitment as follows:
Select citizens with health Grades 1, 2, or 3 according to the regulations stated in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016, of the Minister of Health and the Minister of National Defense prescribing the medical examination for military service.
From the above regulations, individuals with diabetes with Grade 5 health are not eligible for military service.
Therefore, in this case, as they do not meet the health conditions for military service according to the regulations, they will also be exempted from the practical military skills training in the national defense and security education course.
