Is a primary school teacher in rank IV with a university degree eligible for appointment to rank III?
According to Point a, Clause 1, Article 7 of Circular 02/2021/TT-BGDDT (Effective from March 20, 2021), the cases of appointment to the professional title of primary school teachers are stipulated as follows:
"1. Public employees who have been appointed to the professional ranks of primary school teachers according to the regulations of Joint Circular 21/2015/TTLT-BGDDT-BNV, if meeting the standards for the professional ranks specified in this Circular, will be appointed to the following professional ranks:
a) Primary school teachers rank IV (code V.07.03.09) will be appointed to the professional title of primary school teachers rank III (code V.07.03.29);"
For the standards regarding education and training qualifications, Clause 3, Article 3 of Circular 02 stipulates as follows:
- Hold a bachelor's degree or higher in the education field for primary school teachers.
In cases where the subject lacks teachers holding a bachelor's degree in the education field, they must have a bachelor's degree in a relevant major and possess a certificate of pedagogical training for primary school teachers according to the program issued by the Minister of Education and Training;
- Possess a professional training certificate according to the standards for the professional title of primary school teachers rank III (for newly recruited primary school teachers rank III, they must have the certificate within the period of 36 months from the date of recruitment).
Thus, from March 20, 2021, primary school teachers rank III need to hold a bachelor's degree or higher. Referring to your case, you already hold a pedagogy bachelor's degree. Therefore, you can be transferred to rank III if you meet the remaining standards in Article 3 of Circular 02 (standards regarding duties, professional ethics, etc.).
