Instructions for collecting tuition fees for the 2023-2024 school year of public education and training institutions in Ho Chi Minh City

On October 27, 2023, the Department of Education and Training of Ho Chi Minh City issued the Official Dispatch 6208/SGDĐT-KHTC in 2023 guiding the collection and use of tuition fees for the 2023-2024 school year for public educational institutions in Ho Chi Minh City.

The Circular provides guidance on tuition collection as follows:

- The tuition fee for the 2023-2024 school year for public kindergartens, primary schools, continuing education institutions, and other training institutions that apply the general education curriculum but do not fully fund regular expenses:

Temporary collection according to the tuition fee rates stipulated in Resolution 28/2021/NQ-HĐND of the Ho Chi Minh City as follows:

+ Group 1: Students studying at schools in Thu Duc City and the following districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.

+ Group 2: Students studying at schools in the following districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio.

- For the 2023-2024 school year, tuition fees for public kindergartens and primary schools that are self-sufficient in regular expenses and public kindergartens and primary schools that are self-sufficient in regular expenses and investment expenses will be temporarily collected at the same rate as the tuition fees charged in the 2021-2022 school year.

- The tuition fee for online learning is 50% of the above tuition fee. Tuition fees are rounded to the nearest thousand.

- Implementation period: Public educational institutions are allowed to temporarily collect tuition fees for the first semester of the 2023-2024 school year (including tuition fees incurred in September and October 2023) until new instructions are issued.

Who shall be eligible for tuition financing in Vietnam?

Pursuant to Article 16 of the Decree 81/2021/NĐ-CP stipulating eligibility for tuition reduction and tuition financing as follows:

2. Eligibility for a tuition reduction of 50% includes:

a) Kindergarten children and students who are children of officials, public officials, or workers whose parent suffers from occupational accidents or diseases and receive regular benefits;

b) Preschool students, students of formal education, learners in continuous education facilities pursuing formal education program whose parent or parents or grandparents (if living with grandparents) are near-poor households according to regulations of Prime Minister.

3. Eligibility for tuition financing: Primary education students in private education institutions in areas with insufficient number of public education institutions shall receive financing for tuition.

What are cases of temporary suspension of tuition collection in Vietnam?

Pursuant to Article 17 of the Decree 81/2021/NĐ-CP stipulating temporary suspension of tuition collection as follows:

In case of natural disasters, epidemic, and other force majeure event publicized by competent authority; depending on level of impact and damage, People’s Committees of provinces shall request People's Councils of provinces to consider and decide not to charge tuition in a specific period for kindergarten children, students in public formal education institutions, and learners in continuous education facilities pursuing formal education program in areas suffering from natural disasters, epidemic, or other force majeure event.

As regulations above, regarding preschool children and public school students, students studying at continuing education institutions following the general education curriculum belong to areas affected by natural disasters, epidemics, or areas where unforeseeable events have occurred announced by the competent authority, it is considered to be temporarily exempted from tuition fees.
