Inspection Contents on Grading Multiple-Choice Test Papers for High School Graduation 2021
According to Sub-section 1.4, Section 1, Part II of Official Dispatch 1952/BGDDT-TTr of 2021, the inspection of the work related to grading multiple-choice tests for the high school graduation exams in 2021 is specified as follows:
Implementing regulations stated in Article 8 of Circular 23/2016/TT-BGDDT; inspecting/supervising the adherence to provisions in Articles 28 and 29 of the Exam Regulations and Appendix V of Guidance 1318, focusing on the following key contents:
The reception and issuance of directives, the organization of grading multiple-choice tests; the establishment of the Exam Council (HDT), the Multiple-choice Test Grading Committee, and other committees related to the grading of multiple-choice tests at the time of inspection/supervision; inspecting and supervising the multiple-choice test grading process.
Arranging the grading area, grading rooms, and preparation of infrastructure, machinery, equipment, and cabinets/containers for storing test papers; sealing and unsealing procedures:
- Arranging the working rooms of the Multiple-choice Test Grading Committee, grading rooms, and test paper storage rooms (if any).
- Preparing, connecting the equipment systems; security and safety measures during the grading of multiple-choice tests (servers, workstations, scanners, etc.).
- Arranging and managing surveillance cameras recording in the test paper storage rooms, grading rooms (not connected to the Internet; equipped with backup power units, with minimum storage capacity of 21 days; the number and location of camera installations).
- Arranging cabinets/containers for storing test papers, cabinets/containers for storing phones and personal items not allowed to be brought into the grading rooms.
Composition and assignment of duties of the Multiple-choice Test Grading Committee.
The performance of responsibilities and duties of the Multiple-choice Test Grading Committee and other committees of the Exam Council related to the grading of multiple-choice test papers: preserving, grading multiple-choice test papers (processing test papers, scoring, saving disks, reporting to the Ministry).
- Receiving, delivering test papers from the Exam Council; transporting, handing over, preserving test papers; sealing and unsealing rooms and cabinets/containers for storing test papers; sealing and handing over hard drives containing surveillance camera recordings within the grading area.
- Registering signature samples, sealing, and labeling the List of Signature Samples of the Grading Officers (CBChT).
- Receiving and preserving test papers in the multiple-choice grading room; sealing and unsealing rooms and cabinets for storing test papers.
- Comparing signature samples and signatures on the test paper bags.
- Scanning Multiple-choice Answer Sheets (TLTN) (conducted for each test room; cutting the test paper bag’s seal; counting and comparing with the number of Answer Sheets recorded on the test paper bag and the Answer Collection Form; transferring the Answer Sheets to technical officers to scan; counting, resealing the bag, and sealing it again).
- Backing up all scanned image data (encrypted) onto a disc (CD0); sealing and handing it over to the Chairman of the Exam Council and sending it to the Ministry of Education and Training (MOET).
- Recognizing scanned images: converting the scanned images of the students' test answers into encrypted text format; exporting all recognized data (encrypted text format) and burning it onto a disc (CD1); sealing and handing it over to the Chairman of the Exam Council and the Head of the Multiple-choice Test Grading Committee for storage and sending to the MOET.
- Correcting technical errors in the test papers, recording error correction reports; handing them over to the Head of the Multiple-choice Test Grading Committee; exporting all recognized data after correcting all errors (encrypted text format) and burning it onto a disc (CD2); sealing and handing it over to the Chairman of the Exam Council and sending it to the MOET.
- Unsealing the Data Disc (answer key) from the MOET; loading the grading data from the Data Disc into the Multiple-choice Test Grading Software; executing the grading functions of the Multiple-choice Test Grading Software; exporting all processed data and official grading results (encrypted) from the Multiple-choice Test Grading Software and burning it onto a disc (CD3); sealing and handing it over to the Chairman of the Exam Council and sending it to the MOET.
- Sealing the server containing the multiple-choice test grading data and the computers used for grading.
- Implementing regulations on the management of test scores
Receiving the grading results disc (exported from the Multiple-choice Test Grading Software); using the functions of the Exam Grading Support Software (QLT System) of the MOET to import scores from the grading results disc into the computer.
