In Vietnam, if candidates lose their ID cards, is it permissive for them to use passport to attend in high school graduation exam?

Pursuant to Clause 2, Article 14 of the Regulation on high school graduation exam issued together with Circular 15/2020/TT-BGDĐT stipulating responsibilities of candidates:

2. Be present at a designated exam room on time as specified in the Notice of Taking Exam to complete the exam procedures:

a) Present the ID card, either conventional or new format, and receive a Candidate Card;

b) Any mistake or error with respect to the first name, middle name, last name, date of birth or eligibility for privileges should be promptly reported the invigilator or the officer on duty at the Exam Place for correction.

c) Where the ID card or another necessary document is lost, the candidate must immediately report the manager of the Exam Place for consideration.

As above regulations, if candidates lose their ID cards, they must immediately report the manager of the Exam Place for permission to use passports. 

Who is Manager of the high school graduation exam place? 

Pursuant to Clause 3, Article 20 of the Regulation on high school graduation exam issued together with Circular 15/2020/TT-BGDĐT (amended by Clause 9, Article 1 of the Circular 05/2021/TT-BGDĐT) stipulating on Invigilation Board:

a) Composition: The Manager shall be a leader of a high school; one Deputy Manager, who is a leader or specialized team leader of the high school where the Exam Place is based, shall be in charge of facilities; the other Deputy Managers shall be leaders or specialized team leaders of other high schools; the secretary shall be the Exam Council secretary or a high school teacher; invigilators shall be teachers of high school or lower secondary schools in the province; exam room supervisors shall be high school teachers; security guards and service staff shall be the staff of the school where the Exam Place is based; and healthcare workers and police officers (or military controllers in special cases);

b) The Manager and Deputy Manager of Exam Place cannot come from the same high school; each exam room must be placed two invigilators from two different high schools; each supervisor shall supervise up to 3 (three) exam rooms in a row of exam rooms; the Manager and Deputy Managers (not in charge of facilities) of Exam Place, invigilators, and supervisors must not perform tasks at an Exam Place with any candidate coming from the high schools where they have worked in the year of exam;

c) The Manager of Exam Place shall initiate performance of tasks and powers in conjuction with invigilation practices at the Exam Place and be accountable for the performance to the Manager of Invigilation Board and the Chairperson of Exam Council;

d) Deputy Managers, invigilators, supervisors and other members shall perform tasks assigned by the Manager of Invigilation Board and be accountable for such performance;

dd) For the performance of tasks at the Exam Place, the leader of Exam Place may use the seal of the high school or educational institution where the Exam Place is based.

As regulations above, the Manager shall be a leader of a high school. The Manager are responsible for prescribed tasks.
