Pursuant to Circular 26-TT-1982 regarding the implementation of Vietnamese Teachers’ Day:
After reaching an agreement with the Education Union, the Ministry provides guidance on the implementation of Vietnamese Teachers’ Day as follows:
- Vietnamese Teachers’ Day is uniformly organized nationwide on November 20 every year across all schools at various levels, including preschool, supplementary education, general education, and pedagogical education.
- a) Annually, from October, educational management levels together with the Education Union should proactively report to governmental and mass organization levels to convene a meeting to review the work and activities of the teaching staff; assess what has been done and propose what needs to continue.
Important issues to focus on include:
- Fully and promptly implementing policies for teachers as issued by the State, such as providing food supplies, fabric distribution, health care, living and working conditions, rest, salary policies, and paying attention to education and political-ethical development to gradually improve the material and spiritual life of teachers, thereby contributing to the building of a stronger teaching force.

According to the above regulation, on October 14, 1982, the Ministry of Education issued Circular 26-TT-1982 to implement Vietnamese Teachers’ Day.

What are regulations on the standard training qualification for teachers in Vietnam?
Based on Article 72 of the Education Law 2019, the standard training qualification for teachers is defined as follows:
Article 72. Standard training qualification for teachers
- The standard training qualification for teachers is defined as follows:
a) Have a diploma in pedagogy college or higher for preschool teachers;
b) Have a bachelor's degree in the field of teacher training or higher for primary, secondary, and high school teachers.
In cases where a subject lacks teachers with a bachelor’s degree in teacher training, a bachelor's degree in a relevant field is required along with a teaching pedagogy certification;
c) Have a master's degree for teachers teaching at the university level; a doctorate for those teaching or supervising master's theses and doctoral dissertations;
d) The standard training qualification for teachers teaching in vocational education institutions is regulated according to the Law on Vocational Education.
- The Government of Vietnam prescribes the roadmap for the implementation of enhancing the standard training qualifications for preschool, primary, and secondary school teachers as stated in points a and b, clause 1 of this Article. The Minister of Education and Training, the Minister of Labor - War Invalids and Social Affairs, within their duties and powers, regulate the use of teachers who do not meet the requirements in clause 1 of this Article.
