If I lose my high school academic transcript and lower secondary graduation diploma, what can I do to take the high school graduation exam in Vietnam? What is organization of exam registration places in Vietnam? 

I finished grade 12 but did not have a diploma. Now I want to take the high school exam to graduate, but due to an incident, I lost my high school academic transcript and lower secondary graduation diploma. Please tell me what can I do to take the high school graduation exam? And where do I register for the exam? Thank you!

If I lose my high school academic transcript and lower secondary graduation diploma, what can I do to take the high school graduation exam in Vietnam?

Pursuant to Clause 1, Article 12 of the Regulations on high school graduation exams issued together with Circular 15/2020/TT-BGDDT, regulations on candidates and eligibility requirements for examination are as follows:

1. Candidates include:

a) Students who have finished the high school program in the year of exam;

b) Those who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years;

c) Those who obtain high school graduation diplomas or Diploma Level 4 of VQF/ Intermediate Professional Education Diploma now take the exam as the basis for university and college admission;

d) Other special cases subject to decision of the Minister of MOET.

Pursuant to Clause 2, Article 13 of the Regulations on high school graduation exams issued together with Circular 15/2020/TT-BGDDT on registration for the exam is prescribed as follows:

2. Application for the exam:

a) Regarding candidates in point a clause 1 Article 12 hereof, the application consists of: 2 identical application forms for the exam; original, or authenticated copy from original, or certified copy extracted from master register, or copy enclosed with original for comparison (hereinafter referred to as certified copy) of high school academic transcript or continuing education academic transcript at high school level or evaluation report of continuing education candidate in self-study mode granted by the head master; documents supporting the candidate’s eligibility for incentives or privileges (if any). In order to enjoy the regional privileges, the candidate must have the copy of their permanent residence book; 2 4x6cm photos;

b) Regarding candidates in point b clause 1 Article 12 hereof, without regard to required documents in point a of this clause, the application for the exam shall also include: the confirmation of poor academic performance, as mentioned in Point b clause 2 Article 12, provided by the high school where the candidate studied for 12th grade or by the exam registration place; a copy of lower secondary graduation diploma; a confirmation of retention scores (if any) issued by the head master of the high school where the candidate took the exam in the previous year;

c) Regarding high school graduates, the application for the exam include: 2 identical application forms for the exam; a copy of high school graduation diploma; 2 4x6 cm photos;

d) Regarding post-secondary school graduates, the application for the exam includes: 2 identical application forms for the exam; 2 4x6 cm photos; a copy of lower secondary school graduation diploma, a copy of learning record or academic transcript of high school academic subjects as required in the Law on Education and its guiding documents of the MOET.

Pursuant to Clause 2, Article 2 of the Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of the national educational system issued together with Circular 21/2019/TT-BGDDT stipulating rules for management and issuance of degrees and certificates as follows:

2. A degree or certificate shall be issued only once, excluding the cases prescribed in Article 18 herein.

Pursuant to Clause 1, Article 18 of the Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of the national educational system issued together with Circular 21/2019/TT-BGDDT regulating reissuance of degrees and certificates as follows:

1. If an issued degree or certificate is found to have been wrongly written by the issuing authority, the issuing authority shall reissue the authentic copy of the degree or certificate.

According to this Article, diplomas and certificates are only issued once, so you can use a certified copy from the original or a copy issued from the original certificate, a copy of the lower secondary graduation diploma to register for the high school graduation exam inV ietnam.

Pursuant to Article 27 of Regulation on management of lower secondary diplomas, upper secondary diplomas, Level 4 of VQF diplomas in teacher training, Level 5 of VQF advanced diplomas in teacher training, higher education degrees and certificates of the national educational system issued together with Circular 21/2019/TT-BGDDT regulating issuance of copies of degrees and certificates based on master registers as follows:

1. Issuance of a copy of a degree or certificate from a master register (“copy issuance”) refers to the process where an authority managing a master register issues a copy of a degree or certificate based on the master register.

2. In case the specimen of a copy of a degree or certificate is no longer in use at the time of copy issuance, the authority managing the master register shall use the applicable specimen to issue a copy of the degree or certificate to learners.

3. Contents of copies of degrees and certificates based on master registers must be consistent with those in master registers.

Thus, you can request the high school and junior high school you attended to reissue copies of your original transcripts and diploma. When you go, you need to bring your ID card for the person receiving the documents to check. Then, you use this copy to register for the national high school exam.

What is organization of exam registration places in Vietnam?

Pursuant to Clause 1, Article 13 of the Regulations on high school graduation exams issued together with Circular 15/2020/TT-BGDDT stipulating where to register for the high school graduation exam as follows:

1. Exam registration places:

a) Candidates in point a clause 1 Article 12 hereof will register for the exam at their schools where they are in 12th grade;

b) Candidates in points b, c clause 1 Article 12 hereof will register for the exam at given places (hereinafter referred to as exam registration place) laid down by the DET. The head of the exam registration place shall perform the tasks as prescribed in Article 60 hereof.

Thus, you have completed the high school program but have not yet taken the high school graduation exam, so you will register to take the exam at the location specified by the Department of Education and Training in Vietnam.
