I am a 2nd year student studying for a second degree and was called to take the military service exam and was accepted. I want to know if I go for military service, will my study results be retained? I know a boy who is an ethnic minority, and I want to know if he is an ethnic person, is he eligible for conscription?

According to Article 15 of the Regulations on undergraduate education issued together Circular 08/2021/TT-BGDDT regulates temporary leave and dropping out as follows:
1. Students may temporary leave school and have their study results retained in the following cases:
a) The student is conscripted;
b) The student is selected to represent Vietnam in an international competition by the competent authority;
c) The student is ill, is pregnant or has an accident that requires long-term treatment, which is verified by the competent healthcare facility according to regulations of the Ministry of Health;
d) The student takes leave for a personal reason but has attended at least 01 semester in the training institution and is not considered for forced leave from school or discipline.
2. Duration of temporary leave for personal reason shall be counted towards the full-time study time provided for in Clause 5 Article 2 of this Regulation.
3. Students may drop out of school for personal reason, unless they are considered for forced leave from school or discipline. These students shall apply for admission following the procedures applicable to other applicants if they wish to return to school.
4. Training institution regulations shall provide for conditions, competence and procedures for handling of applications for temporary leave, receipt of returning students and forced leave from school; and retention and recognition of accumulated study results of students who drop out.
Thus, according to current regulations in Vietnam, when students are conscripted, their study results will be retained. Therefore, in your case, military service will preserve your study results.

Are ethnic people eligible for conscription in Vietnam?
According to Article 4 of the Law on Military Service 2015, amended by Point a, Clause 1, Article 49 of the Law on Militia and Self-Defense 2019, the provisions on military service are as follows:
1. Military service is the glory of citizen to serving in People’s Army. Military service is performed in the regular armed forces or in reserve forces of People’s Army.
2. Citizens at the age for military service, regardless of ethnics, sectors, faiths, religions, education levels, occupations or residences, shall complete the military service according to the regulations in this Law.
3. Any citizens who joins the Coastguard forces or the People's public security force (hereinafter referred to as "the police") is considered as active duty military.
4. Citizens shall be recognized completing peacetime military service in the regular armed forces:
a) Standing militia with at least 24 months of active duty shall be recognized as having completed active military duty during peacetime decided by commanding officers of military commands of districts according to request of Chairpersons of People’s Committees of communes or heads of hamlets in case of no communes and heads of agencies and organizations;
b) Citizens who have completed service in Police departments of communes for at least 36 months;
c) Officials and civil servants and people having university degrees who have received training and granted rank of reserve officer;
d) Young people graduated from universities, colleges or vocational schools who volunteer to serve at economic-defense groups for at least 24 months according to the project decided by the Prime Minister;
dd) Citizens serving on fishery inspection cutters for at least 24 months.
According to this Article, even if your friend is an ethnic minority, he is still eligible for conscription in Vietnam.
