Pursuant to Clause 2 Article 6 of the Regulation on organization and operation of the Vocational Education - Continuing Education Center promulgated together with Circular 01/2023/TT-BGDDT stipulating the director of vocational education - continuing education center in Vietnam as follows:

Center Director

1. The Director of the Center is the head of the Center, directly manages and operates the organization and apparatus and is responsible before the law and to the superior management agency for all activities of the Center.

2. Criteria for Center Director

a) Be in good health, have good political and moral qualities;

b) Possess a bachelor's degree in teacher training or higher or a bachelor's degree in a relevant discipline and a certificate of professional training in pedagogy;

c) Have at least 5 years' working experience in the education sector;

d) Have undergone training and retraining in vocational education management (for centers granted certificates of registration of vocational education activities).

As regulations above, the director of vocational education - continuing education center in Vietnam must have at least 5 years' working experience in the education sector.

What are duties and powers of the Director of the Center for Vocational Education - Continuing Education in Vietnam?

Pursuant to Clause 4 Article 6 of the Regulation on organization and operation of the Vocational Education - Continuing Education Center promulgated together with Circular 01/2023/TT-BGDDT stipulating duties and powers of the Director of the Center for Vocational Education - Continuing Education in Vietnam as follows:

- Develop and approve the Center's development strategy and plan;

- Formulate regulations on: number, structure of labor, employment positions, recruitment, management, use and development of the contingent of teachers, managers and employees in accordance with the law;

- Decide on the establishment, merger, division, separation and dissolution of the Center's organizations; to appoint, relieve from duty and dismiss the titles of heads and deputy heads of the Center's organizations;

- Develop planning and develop a contingent of teachers and administrators; decide to pay salary according to job position associated with work efficiency and quality, in accordance with the degree of autonomy; recruiting staff according to the Center's needs; manage and employ public employees and terminate contracts in accordance with law. Annually evaluate and classify teachers, administrators and staff;

- Organize and direct the building of a healthy pedagogical environment; ensure political security and social order in the Center;

- Implement democratic regulations in the Center; implement the policies and regimes of the State towards managers, teachers, employees and learners in the Center in accordance with the law;

- Sign an association contract with another educational institution; production, business and service establishments in educational activities or production and service organizations as prescribed by law;

- Issue academic records, certificates and certificates to learners who meet the requirements as prescribed;

- Decide on commendation and discipline for managers, teachers, employees and learners within the scope of their decentralized management competence;

- Manage facilities, assets, finance and organize the effective exploitation and use of resources mobilized to serve the Center's education and training activities in accordance with law;

- Implement the information and reporting regime and be subject to supervision, inspection and examination in accordance with law;

- Annually report the results of performance of tasks and powers to the direct management agency;

- Other duties and powers as prescribed by law.

Can the Director of the Center for Vocational Education - Continuing Education in Vietnam also be the Chairman of the Emulation and commendation council?

Pursuant to Article 10 of the Regulation on organization and operation of the Vocational Education - Continuing Education Center promulgated together with Circular 01/2023/TT-BGDDT stipulating councils of the Center for Vocational Education - Continuing Education in Vietnam as follows:

Councils of the Center

1. Emulation and commendation council

The Emulation and Commendation Council is established at the beginning of each school year to help the Center's director organize emulation movements and propose a list of rewards for officials, teachers, employees and students in the Center. The Emulation and Commendation Council is established and chaired by the Center's director. The members of the emulation and commendation council include: secretaries, party committees, deputy directors, some group leaders and classroom teachers.

2. Disciplinary Council

a) A Disciplinary Council for students is established to review or remove discipline against students on a case-by-case basis. The Student Disciplinary Council is established and chaired by the Center's director. The members of the council include: secretaries, committees, deputy directors, some group leaders, the teachers of the class with the offending students, some experienced teachers, and the head of the committee representing parents of students of the Center (for students of high school age).

b) The Disciplinary Council for cadres, teachers and employees is established to consider and recommend disciplinary actions against cadres, teachers and employees on a case-by-case basis. The establishment, composition and operation of the Disciplinary Council for cadres, teachers and employees shall comply with the provisions of law.

3. Advisory Council

The Advisory Council is established by the director according to the specific requirements of the job. Tasks, composition and operation time of the Advisory Council shall be prescribed by the Director of the Center. The members of the Council work on a case-by-case basis and are not paid.

As regulations above, the Director of the Center for Vocational Education - Continuing Education in Vietnam is the Chairman of the Emulation and commendation council.
