1. What is the term of office of the director of a foreign language center?

Based on Article 6 of the Regulation on the organization and operation of foreign language, and information technology centers issued together with Circular 21/2018/TT-BGDDT, the director of a foreign language center is regulated as follows:

  1. The director of the center is the person directly managing and operating the organization and is responsible before the law and the superior management agency for all activities of the center.

  2. The director of the center must meet the following standards:

a) Has a good personal background;

b) Has management capacity;

c) Graduated from a foreign language university or graduated from a university and holds a minimum level 3 foreign language certificate according to the 6-level Foreign Language Competency Framework for Vietnam or equivalent (for the director of a foreign language center).

Graduated from an information technology university or graduated from a university and holds a basic information technology application certificate according to the Information Technology Skill Standards or equivalent as prescribed by the Ministry of Education and Training and Ministry of Information and Communications (for the director of an information technology center).

Meets one of the two conditions listed above (for the director of a foreign language and information technology center).

d) Has experience in the field of education and training.

3. The director of the center is appointed by the competent authority that establishes the center. The competent authority that permits the establishment of the center decides to recognize the director (for private centers and centers with foreign investment). The term of office of the director of a foreign language and information technology center is 05 years.

The deputy director of the center assists the director in managing and operating the center's activities; has a good personal background; has management capacity; graduated from a foreign language or information technology university or graduated from a university and holds a foreign language or information technology certificate.

  1. The deputy director of the center is appointed by the competent authority upon the recommendation of the center's director, and the competent authority that permits the establishment of the center decides to recognize the deputy director (for private centers and centers with foreign investment).

  2. The term of office of the deputy director of the center is aligned with the term of the center’s director.

The deputy director of a foreign language center does not necessarily have to graduate from a foreign language university. A person graduated from a university and holding a foreign language certificate can be appointed as the deputy director.

3. What are the rights of the director of a foreign language center?

According to Article 7 of the Regulation on the organization and operation of foreign language, and information technology centers issued together with Circular 21/2018/TT-BGDDT, the duties and powers of the director of a foreign language and information technology center are regulated as follows:

  1. Develop plans, organize implementation, monitor, and evaluate the results of the center's activities.

  2. Establish and appoint personnel for department heads and consulting councils according to the center's regulations.

  3. Manage teachers, staff, and students of the center according to this regulation and relevant legal provisions.

  4. Decide or propose rewards and discipline for managers, teachers, staff, and students within the scope of decentralized management authority.

  5. Manage the center's finances and assets according to the regulations of the competent authority that establishes the center and in accordance with the law.

  6. Issue certificates of completion for foreign language and information technology training programs organized by the center and certificates of completion for foreign language and information technology training programs when the center meets the conditions set by the Ministry of Education and Training's regulations on exam organization and certificate issuance.

  7. Organize the selection or development, compilation, appraisal, and issuance of teaching materials to meet learners' needs.

  8. Enroll in specialized and professional development courses to enhance their level and enjoy other policies according to legal provisions.

Thus, the director of a foreign language center has the aforementioned rights.
