How many weeks of professional development do kindergarten teachers in Vietnam have to take each year? How many hours a week does a kindergarten principal in Vietnam have to teach children? How many positions can a kindergarten teacher hold concurrently in Vietnam?
Hello Lawnet. I am a new kindergarten teacher at a public school. I heard that kindergarten teachers have to take professional development courses every year. I am not sure how many weeks of training I have to take. Also, I noticed that the principal of my school does not teach many classes. Is it mandatory for the principal to teach?

How many weeks of professional development do kindergarten teachers in Vietnam have to take each year?
Based on Article 3 of Circular 48/2011/TT-BGDĐT, the regulations on working hours and annual leave for teachers are as follows:
1. Working hours in a year for kindergarten teachers is 42 weeks, including:
a) 35 weeks for nurturing, caring for, and educating children (hereinafter referred to as teaching children);
b) 4 weeks for studying and professional development;
c) 2 weeks for preparing for the new school year;
d) 1 week for summarizing the school year.
2. Annual leave for kindergarten teachers includes summer vacation and other days off, specifically as follows:
a) Summer vacation for teachers is 8 weeks, with full salary and allowances (if any);
b) Other days off are implemented according to the provisions of the Labor Code and current regulations.
Based on the school year plan, scale, characteristics, and specific conditions of each school, the Principal shall arrange annual leave for teachers in a reasonable manner in accordance with regulations.
Therefore, kindergarten teachers must participate in 4 weeks of professional development each year according to the above regulations.

How many hours a week does a kindergarten principal in Vietnam have to teach children?
Based on Article 4 of Circular 48/2011/TT-BGDĐT, the regulations on teaching hours for teachers are as follows:
1. For teachers teaching groups of children or kindergarten classes that learn for 2 sessions per day, each teacher teaches in class for 6 hours per day and performs the tasks of preparing for class teaching as well as other tasks prescribed by the Principal to convert to ensure working 40 hours per week.
2. For teachers teaching groups of children or kindergarten classes that learn for 1 session per day, each teacher teaches in class for 4 hours per day and performs the tasks of preparing for class teaching as well as other tasks prescribed by the Principal to convert to ensure working 40 hours per week.
3. For teachers teaching classes with inclusive children with disabilities, each teacher teaches the number of hours prescribed in Clause 1 or Clause 2 of this Article; in which, for every 1 child with disabilities/class, each teacher is additionally counted 0.5 hours of teaching/day.
4. For principals and vice principals, in addition to performing the duties of principals and vice principals as prescribed in the Kindergarten Regulations, the principal must directly participate in educational activities (teaching children or observing children's teaching by teachers in the school) 2 hours a week; the vice principal must directly participate in educational activities 4 hours a week.
Therefore, the kindergarten principal must directly participate in educational activities (teaching children or observing children's teaching by teachers in the school) 2 hours a week.
How many positions can a kindergarten teacher hold concurrently in Vietnam?
Based on Article 5 of Circular 48/2011/TT-BGDĐT, the rregulations on the reduction of teaching hours and the conversion of some other professional activities into teaching hours are as follows:
1. Reduction of teaching hours for teachers doing concurrent work
a) Teachers who concurrently hold the positions of party secretary of the school, president of the school's trade union, chairman of the school council, secretary of the school council, and secretary of the Youth Union are reduced by 2 teaching hours/week; (amended by Clause 2, Article 5 of Circular 08/2016/TT-BGDĐT)
b) Teachers who concurrently hold the position of chairman of the people's inspectorate are reduced by 2 teaching hours/week;
c) Teachers who concurrently hold the position of head of the professional subject group are reduced by 3 teaching hours/week;
d) Each teacher is not allowed to concurrently hold more than 2 positions and is entitled to the reduction of teaching hours at the highest position.
2. Reduction of teaching hours for female teachers: Female teachers with children under 12 months old are reduced by 5 teaching hours/week.
3. Conversion of some other professional activities into teaching hours
In addition to the main teaching tasks in the classroom, teachers also have to perform other professional activities and tasks assigned by the Principal. The conversion of these activities into teaching hours to calculate the number of teaching hours for each teacher is carried out as follows:
a) For teachers who are mobilized to work as collaborators of the inspectorate, the working time for one session is calculated as 4 teaching hours; (has been abolished)
b) For teachers who are mobilized to participate in the guidance, training, and professional development workshops organized by the Department of Education and Training, the Provincial Department of Education and Training, 1 actual teaching hour is calculated as 1 teaching hour.
Therefore, each kindergarten teacher is allowed to concurrently hold a maximum of 2 positions and is entitled to the reduction of teaching hours at the highest position.
