Based on Article 9 of the Charter of the Parent Association issued together with Circular 55/2011/TT-BGDDT, which regulates the activities of parents and the Parent Association:
Article 9. Activities of parents and the Parent Association
- Meetings of all parents:
a) At the beginning of the school year, the homeroom teacher organizes a meeting for all parents to elect the Parent Association for the class with the number of members specified at Point a, Clause 1, Article 3 of this Charter. Throughout the school year, three meetings of all parents of the class are held: at the beginning of the school year, at the end of the first semester, and at the end of the school year, and an extraordinary meeting is organized when at least 50% of the parents in the class request it;
b) Whether or not to hold a meeting of all parents of the school is decided by the Parent Association of the school.

What are the duties and powers of the Head of the Parent Association of the school?
Based on Article 7 of the Charter of the Parent Association issued together with Circular 55/2011/TT-BGDDT, which regulates the duties and powers of the Head of the Parent Association of the school as follows:
[1] Duties of the Head of the Parent Association of the school
- Develop plans and organize the implementation of activities of parents and the Parent Association according to regulations.
- Propose the division of tasks for the deputy heads and standing members to be approved at the meeting of the Parent Association.
- Prepare contents for the meetings of the Parent Association of the school.
- Collect opinions from the Parent Associations of the classes and from parents to agree with the Principal on solutions.
[2] Powers of the Head of the Parent Association of the school
- Preside over meetings of the Parent Association of the school (except the meeting to elect the Head of the Parent Association of the school).
- Coordinate with the school to organize educational activities for students.
- Organize campaigning to encourage drop-out students to return to school.
- Periodically work with the Principal on activities of the Parent Association of the school.
- Address parents' petitions regarding educational activities of the school.

Article 3. Organization of the Parent Association
- The Parent Association of the class.
a) Each class has a Parent Association with 3 to 5 members, including a head and a deputy head.
b) Members of the Parent Association of the class are individuals who are enthusiastic and responsible in cooperating with the homeroom teacher, subject teachers, the school, and representing parents to carry out activities educating the students.
- The Parent Association of the school.
a) Each school has a Parent Association consisting of a head, deputy heads, and standing members (if necessary).
b) Members of the Parent Association of the school are the heads or deputy heads of the Parent Associations of the classes.
c) The number of deputy heads and standing members (if any) of the Parent Association of the school is decided by the meeting of the heads and deputy heads of the Parent Associations of the classes.
